《政府信息公开条例》实施情况实证研究——以《内蒙古政府信息公开年度报告》为样本

【摘要】："政府信息公开年度报告"作为考察和研究政府信息公开的重要文本依据,据此可洞察一个地区《政府信息公开条例》的实施情况。通过对历年年度报告的研究发现,内蒙古自治区实施《政府信息公开条例》已取得较显著的成绩,但在实施中仍然存在一些问题,如政府信息公开的时效性不强、规范性不够和透明度不高,缺乏明确有效的公众参与和监督机制等。因此,我们在实践中应当加强政府信息公开的时效性、实用性、便捷性;合理规范政府信息公开的内容和程序,并增强其透明度;建立健全有效的公众参与和监督机制。
[Abstract]:As an important text basis for the investigation and study of government information disclosure, the Annual report of Government Information Disclosure can have an insight into the implementation of the regulations on Government Information Disclosure in a region. Through the study of the annual reports over the past years, it is found that the implementation of the regulations on Government Information Disclosure in Inner Mongolia Autonomous region has made remarkable achievements, but there are still some problems in the implementation, such as the timeliness of government information disclosure is not strong, the standardization and transparency are not high, and there is a lack of clear and effective public participation and supervision mechanism. Therefore, in practice, we should strengthen the timeliness, practicability and convenience of government information disclosure; reasonably standardize the content and procedures of government information disclosure and enhance its transparency; establish and improve effective public participation and supervision mechanism.
