挑战与回应:中国互联网传播管理体制的机理探析

【摘要】:互联网具有自由、开放、多元的传播特性,它的快速发展对中国的党管媒体制度构成了严峻挑战。加强对互联网信息传播管制的困境在于,与对大众媒体具有充足的人、财、事的管理手段不同,中国政府对新兴的非官方互联网媒体不再拥有直接从内部进行管理的手段。在此背景下,中国政府抓住互联网技术结构的上下游之间的制约关系,对应建立一个多层级的许可制体系。这一体系成为了中国政府治理互联网传播的关键,它使得中国政府通过对互联网运行的层层控制而建立起对数量巨大的互联网站与终端用户的外部管理抓手。进而,中国政府在许可制基础上将互联网的传播结构再集中化,并构建一套由互联网服务商承担主要的事中监管责任的内容审查机制,从而实现对互联网信息内容的有效监管。
[Abstract]:The Internet has the characteristics of freedom, openness and pluralism, and its rapid development poses a severe challenge to China's party-managed media system. The dilemma of strengthening the control of Internet information dissemination lies in the fact that the Chinese government no longer has the means to manage the emerging unofficial Internet media directly from the inside, which is different from the management means of sufficient people, money and affairs for the mass media. In this context, the Chinese government grasps the restriction relationship between the upstream and downstream of the Internet technology structure, and should establish a multi-level licensing system. This system has become the key for the Chinese government to govern the spread of the Internet, which enables the Chinese government to establish a huge number of Internet sites and external management of end users through layer by layer of control over the operation of the Internet. Furthermore, on the basis of licensing system, the Chinese government recentralizes the communication structure of the Internet and constructs a set of content review mechanism in which the Internet service providers bear the main regulatory responsibility, so as to realize the effective supervision of the Internet information content.
