【摘要】: 财产性收入是指居民由其拥有的财产带来的收入。城镇居民的财产性收入,指城镇居民用自己所拥有的财产,通过行使对财产的占有权、使用权、收益权、处置权等权能,而获得的相应收益。财产性收入与家庭经营收入、工薪收入、转移性收入等,共同构成城镇居民的总收入。改革开放以前30年,我国绝大多数城镇居民几乎没有财产性收入。改革开放以后30年,城镇居民的财产性收入不管是绝对数量,还是其在总收入中的比重都有较大幅度增长。当然,目前我国城镇居民收入来源仍然主要是工薪收入和转移性收入。财产性收入在总收入中所占的份额相对较小,一般不超过2%,处于从属地位。但是,财产性收入来源日渐多样化,主要包括房屋出租或出售、储蓄存款、购买股票、债券、保险等。因此,财产性收入已经成为城镇居民收入中不可忽视的因素。 我国城镇居民的财产性收入伴随着社会主义市场经济体制的改革和经济的持续增长而逐步增长的。收入分配制度、劳动制度、金融制度、房产制度的市场化改革对财产性收入的增长有直接作用。 当前影响我国城镇居民财产性收入健康增长的不利因素主要有四点。一是贫富差距持续扩大,出现“马太效应"现象;二是国家住房制度、金融制度不健全;三是城镇居民失业率居高不下:四是居民投资知识、风险意识欠缺。国家和社会必须采取妥善措施解决当前存在的问题,以便让城镇居民拥有更多的财产性收入以及让更多的居民拥有财产性收入,促进社会的和谐进步。主要措施有继续保持经济持续高速发展,千方百计促进就业;继续深化体制改革,改善与居民财产性收入相关的制度;对广大居民普及理财知识,加强风险教育等
[Abstract]:Property income refers to the income brought by the property owned by the residents. Along with the reform of the socialist market economy system and the sustained growth of the economy, the property income of the urban residents in China has gradually increased. The income distribution system, the labor system, and the financial system. The market reform of real estate system has direct effect on the growth of property income. At present, there are four main unfavorable factors that affect the healthy growth of urban residents' property income. Firstly, the gap between the rich and the poor continues to expand, and the phenomenon of "Matthew effect" appears. Second, the national housing system, the financial system is not sound; Third, the unemployment rate of urban residents remains high; fourth, the residents' investment knowledge and lack of risk awareness. The state and society must take appropriate measures to solve the current problems. In order to let urban residents have more property income and let more residents own property income to promote social harmony and progress, the main measures are to continue to maintain sustained and high-speed economic development, and to do everything possible to promote employment; We will continue to deepen the reform of the system and improve the system related to the property income of the residents; Popularize the knowledge of financial management, strengthen risk education, etc.
