环宇集团政府项目申报策略研究

【摘要】：自20世纪80年代以来,企业战略管理作为一种新的管理思维在企业界得到了广泛的应用。本文就国内外学者在战略管理方面的理论研究成果,对战略细分下的策略管理应用于企业管理进行深入分析,通过具体公司具体工作岗位的实际案例,将理论分析与实际操作相融合,并结合现阶段国内外形式,构建合理、创新、具有自身特色的政府项目申报策略。本人所服务的公司属于通信行业,为高科技民营企业,本文所涉及到的政府项目也多为无偿补助资金,贷款贴息及招标项目涉及较少。对于高科技民营企业,每年的国拨资金都会有专款用于此类企业,用以扶持新兴产业及各类有价值的项目,以鼓励高科技民营企业发展新兴科技,走自我创新的道路,进而推动相关领域的发展进步。针对不同类别的政府项目,应采取不同的应对策略,比如对于产业化专项,申报单位需注重项目的固定资产投资比例,多占到总投资的四分之三左右；对于贷款贴息类专项,申报单位所持有的银行贷款须为固定资产贷款；对于科技计划项目,申报单位需拥有相应的知识产权数量等等,不同类别的专项有不同的要求及达标条件,对于相关行业技术发展最新动向的预知及掌控能力,以及政府每年对不同行业的政策倾斜力度及相关扶持政策的认知敏感度,也是申报单位政府项目申报策略的重要因素。政府项目的出台,就是申报单位申报策略制定的开始：首先对申报指南做深入研究,再结合本公司自身特点及优势,有的放矢的选择现有项目来贴合申报要求,按照不同类别的不同要求提交可行性研究报告,完成专家答辩,如果项目成功立项并获得专项资金,则还需准备项目结题验收。至此,整个申报策略才算完成。申报单位以此策略为基准,跟进项目申报的整个流程。
[Abstract]:Since 1980s, corporate strategic management as a new management thinking has been widely used in the business community. This paper deeply analyzes the application of strategic management in enterprise management under strategic subdivision, and combines the theoretical analysis with practical operation through the actual cases of specific companies' specific jobs, and combines the domestic and foreign forms at present. Build a reasonable, innovative, with its own characteristics of government project declaration strategy. I serve the company belongs to the communications industry, for high-tech private enterprises, the government projects involved in this article are also mostly non-reimbursable subsidy funds, loan discount and bidding projects involved less. For high-tech private enterprises. Each year, funds are earmarked for such enterprises to support new industries and valuable projects to encourage high-tech private enterprises to develop new technologies and take the path of self-innovation. Then promote the development and progress of related fields. For different types of government projects, we should take different strategies, such as the industrialization of special projects, reporting units should pay attention to the proportion of fixed assets investment. Accounting for more than 3/4 of the total investment; For special loans with discount interest, the bank loans held by the reporting units must be fixed assets loans; For the science and technology project, the application unit should have the corresponding intellectual property right quantity and so on, the different kind of special item has the different request and the standard condition, the forecast and the control ability to the related industry technology development newest trend. It is also an important factor for the government to declare projects in different industries and the cognitive sensitivity of the relevant supporting policies. The introduction of government projects is the beginning of the declaration strategy of reporting units: first of all, the declaration guidelines for in-depth study, and then combined with the company's own characteristics and advantages. Targeted selection of existing projects to meet the reporting requirements, according to different types of different requirements to submit feasibility study report, complete the expert reply, if the project was successfully approved and received special funds. At this point, the whole declaration strategy is completed. The reporting unit takes this strategy as a benchmark to follow up the whole process of the project declaration.
