湖南省高校专利产业化的阻滞因素及对策探讨

【摘要】：高校专利产业化,是指高校通过实施、转让、许可、质押融资、入股等方式将专利运用于市场的一系列活动。高校作为专利技术的重要产出地,在知识产权战略实施过程中发挥着十分重要的作用。2009年至2013年的实证数据显示,湖南省高校的专利产出取得了显著的成绩,专利的数量有了大幅的提高。但与此同时高校产出的绝大多数专利处于“沉睡”状态,高校专利产业化的比例很低,高校的科研成果普遍未转化未现实生产力。究其原因,主要是当前湖南省高校专利产业化中存在着知识产权管理体系不健全、科研开发缺乏市场导向和专利支撑、高校专利的维持年限偏低、高校专利转化利益分配机制不明确、高校专利产业化配套政策不配套、中介服务不完善等阻滞因素。为推进湖南省高校专利产业化,应当提升高校知识产权管理意识,健全知识产权管理体系；以市场为导向,提高专利申请质量；科学维持专利,建立专利储备和利用机制；探索专利权共享机制,落实职务发明一奖两酬制度；建立大学科技园,搭建专利转化中介平台。
[Abstract]:The industrialization of patent in colleges and universities refers to a series of activities in which colleges and universities apply patents to the market by means of implementation, transfer, licensing, pledge financing, equity acquisition and so on. Colleges and universities are important places of production of patent technology. It plays a very important role in the implementation of intellectual property strategy. The empirical data from 2009 to 2013 show that the patent output of colleges and universities in Hunan Province has made remarkable achievements. The number of patents has been greatly increased, but at the same time, most of the patents produced by colleges and universities are in a "slumber" state, and the proportion of patent industrialization in colleges and universities is very low. The scientific research achievements of colleges and universities have not been transformed into practical productivity. The main reason is that the intellectual property management system is not perfect in the patent industrialization of colleges and universities in Hunan Province. Scientific research and development lack of market guidance and patent support, the maintenance of patents in colleges and universities is low, the distribution mechanism of patent transformation benefits is not clear, and the supporting policies of patent industrialization in colleges and universities are not complete. In order to promote the industrialization of patent in colleges and universities in Hunan Province, we should improve the consciousness of intellectual property management and perfect the management system of intellectual property. Market oriented to improve the quality of patent applications; Maintaining patent scientifically and establishing patent reserve and utilization mechanism; To explore the mechanism of patent right sharing and implement the system of one award and two rewards for duty invention; The establishment of university science and technology park, build patent transformation intermediary platform.
