基于工作流的油田公司科技项目审批管理系统设计与实现

【摘要】:随着计算机信息化技术的不断发展,从20世纪中期,计算机技术已经在石油勘探领域得到了较为广泛的应用,并收到了显著的效果;在油气田生产及其它石油工业的各个领域,信息技术也逐步得到应用,全球石油石化企业信息新一轮的信息化竞赛已经进入了实力较量阶段。当前,某油田公司的科技管理业务工作很大程度上还依赖于手工管理,通过Excel、word等办公软件处理大量基础数据,以纸质文件传递科技管理方面的资料文档,以电话通知、电子邮件等方式衔接管理流程方面的业务,这种方式难以及时地、有效地掌握最新科研情况,为管理增加许多工作量,也给领导层的科学决策带来一定影响,特别是每年的科技项目管理业务这种情况尤为突出。在传统的科技管理工作中,程序化的流程给科技管理工作带来了较大信息数据和工作量,运用工作流技术对企业的科研管理业务流程进行过程建模,这样有利于对业务流程进行清晰、易懂、无二义性的定义和形式化的分析和描述。论文通过调研分公司科技管理业务需求、流程及管理现状,给出了科技管理审批系统的解决模型;完成了某油田公司科技信息系统架构设计,包括科研机构、科技计划管理、科技项目管理、博士后工作站管理、科技成果管理、科技经费管理、科技装备管理、科技知识产权管理、重点试验室和科技试验基地管理等业务;应用功能模块包括数据采集、存储、汇总统计、查询分析等。结合工作流技术,完成了科技管理审批信息系统中“科技项目管理”等模块的软件开发工作,并对该系统进行了验证。经验证,该系统满足了该公司及二级单位科技管理业务需要的数据采集、存储、统计分析等功能,实现业务数据的及时、有效、有序流转,让管理层及时、方便地了解科技动态,加大对公司各类科研项目工作开展的监控和支持力度,提高公司的科技管理水平,促进科技管理的科学化、规范化和标准化。
[Abstract]:With the continuous development of computer information technology, since the middle of 20th century, computer technology has been widely used in the field of oil exploration, and has received remarkable results. Information technology has also been gradually applied, and a new round of information competition for petroleum and petrochemical enterprises has entered the stage of strength contest. At present, the scientific and technological management business of a certain oil field company is still largely dependent on manual management. Through office software such as Excel word to handle a large amount of basic data, to transfer scientific and technological management documents with paper files, to link up business in the management process by means of telephone notification, e-mail, etc., this method is difficult to achieve in a timely manner. Keeping abreast of the latest scientific research situation effectively adds a lot of workload to the management, and also has a certain impact on the scientific decision-making of the leadership, especially in the case of the annual science and technology project management business, especially in the traditional science and technology management work, The procedure process brings a large amount of information data and workload to the science and technology management work. The workflow technology is used to model the business process of the scientific research management of the enterprise, which is conducive to the clear and easy understanding of the business process. The paper gives the solution model of the science and technology management examination and approval system by investigating and researching the business requirements, processes and management status of scientific and technological management in the branch company. Has completed the scientific and technological information system structure design of a certain oil field company, including the scientific research institution, the science and technology plan management, the science and technology project management, the postdoctoral work station management, the science and technology achievement management, the science and technology fund management, the science and technology equipment management, Management of sci-tech intellectual property rights, management of key laboratories and scientific and technological test bases, application modules including data collection, storage, collection and statistics, query and analysis, etc. The software development of science and technology project management and other modules in science and technology management examination and approval information system has been completed, and the system has been verified. It has been proved that the system meets the needs of the company and its secondary units for the data collection of science and technology management business. Storage, statistical analysis and other functions to realize the timely, effective and orderly flow of business data, to enable the management to understand the scientific and technological developments in a timely and convenient manner, and to increase the monitoring and support for the work of various scientific research projects of the company.
