中国—瑞士自由贸易区预期经济效应与对策研究

【摘要】：中国-瑞士自由贸易区是中国正在谈判阶段的六个自由贸易区之一，，属于典型的南北型自由贸易区。中国参与构建中瑞自由贸易区是贯彻《中华人民共和国国民经济和社会发展第十二个五年规划纲要》中关于加快实施自由贸易区战略要求的具体体现。该自由贸易区谈判自2011年1月份启动以来已经历六轮谈判，双方就自由贸易区降税模式、服务贸易、原产地规则、知识产权、争端解决机制等内容充分交换了意见，并达成一系列共识，谈判已取得较大进展，中国-瑞士自由贸易区的建立指日可待。本文从中瑞两国现实经济合作基础出发，分别就两国的贸易结构、投资环境和贸易政策进行了深入对比研究，得出两国构建自由贸易区可以选择的合作领域与合作方式，在此基础上，通过利用自由贸易区的局部均衡模型、一般均衡模型等理论模型对构建中瑞自由贸易区的预期经济效应以及成本收益状况进行分析，最后根据分析结果提出能使合作双方获得双赢的政策建议。本文的研究结果表明：中瑞两国近几年的经贸往来与发展为两国构建自由贸易区奠定了良好的经济基础，同时两国在经济结构上呈现较强的互补性，两国构建自由贸易区是能够实现双赢的。但在中瑞两国均获得收益的同时，中国将成为结成自由贸易区成本的主要承担者。因此中国有必要争取利用自由贸易区共同制度的制定来平衡自身的成本收益分配。
[Abstract]:China - Switzerland free trade zone is one of the six free trade zone China in the negotiation stage, belongs to the North South free trade area typical. China participated in the construction of the FTA is to implement the "People's Republic of China national economic and social development in the Twelfth Five Year Plan" on accelerating the implementation of the free trade area reflects the strategic requirements the free trade area negotiations. Since the 2011 January start has undergone six rounds of negotiations, the two sides of tariff reduction mode, free trade zone service trade, rules of origin, intellectual property rights, dispute settlement mechanism in full exchange of views, and reached a consensus, the negotiations have made great progress, the establishment of Chinese - Switzerland free point the day and await for it trade area.
This article from the reality of economic cooperation between the two countries on the basis of which, the structure of bilateral trade, investment environment and trade policy conducted in-depth comparative study, draw the two countries to build free trade area can choose areas of cooperation and cooperation, on this basis, through the use of a partial equilibrium model of trade area, general equilibrium theory model to analyze the expected economic effect in the construction of the FTA and cost revenue, finally put forward according to the analysis results to make cooperation to achieve win-win policy recommendations.
The results of this study show that: the economic and trade exchanges and development between the two countries in recent years has laid a good economic foundation for the two countries to build a free trade zone, the two countries showed a strong complementarity in economic structure, the establishment of a free trade area is to achieve a win-win between the two countries. But in between the two countries are gaining profits, Chinese will be mainly responsible for the cost of a free trade area. So it is necessary to develop China for the use of the free trade area of the common system to balance the distribution of costs and benefits of their own.
