【摘要】：知识产权强省建设是顺应知识产权强国建设需要,随着知识产权实力日益成为国际竞争的主要方面,加紧建设知识产权强国和强省也就很有必要。知识产权在我国以往社会经济发展中是被忽视的,尤其社会大众和企业群体没有树立正确的知识产权意识,不懂得尊重智力劳动成果,进而阻碍了全社会的科技进步和创新。因此,展开知识产权强省建设绩效评价研究有十分重要的现实意义。本研究首先对论文研究背景和国内外相关的研究成果进行梳理,为后续研究奠定理论和学术背景。以江苏省为研究对象,在正式开展研究之前,对江苏目前知识产权强省建设情况进行了基本分析。依据政府发布的工作报告和前期学术研究,理清江苏在构建知识产权强省过程中已经取得的成果和普遍存在的问题。紧接着依据知识产权强省理念,从知识产权创造、运用、保护、服务四个角度出发,参考国家知识产权局发布的相关信息和知识产权指数报告,以及其他专家的研究成果,海选出125个指标。先进行定量分析,通过R型聚类对每一因素层下的指标层进行分类,再利用距离相关分析检验聚类结果的合理性;紧接着比较每一组指标的变异系数大小,变异系数越大表明指标特征越明显,越具有代表性,应当保留,而该组的其他指标就要删除。基于R型聚类—变异系数分析,建立一套完整的知识产权评价指标体系。再进行定性分析,综合专家组的意见对评价指标体系进行完善。然后,采用改进的理想解法构建知识产权强省建设绩效评价模型。选取江苏省作为实证评价对象,另外再选取全国主要省份作为参考对象,依据构建好的知识产权强省评价指标体系对选取的主要省份强省建设绩效进行评价,得到江苏省总体建设情况排名和各个指标的详细排名。最后,依据评价结果,对江苏省知识产权强省建设总体情况进行总结,并针对各个指标进行详细分析,找出江苏省在构建知识产权强省过程中的优势与不足,针对不足之处,提出相关对策建议。
[Abstract]:The construction of strong province of intellectual property conforms to the needs of building a powerful intellectual property power. As the strength of intellectual property becomes the main aspect of international competition, It is necessary to step up the construction of a strong intellectual property power and a strong province. Intellectual property rights have been neglected in the past social and economic development of our country, especially when the public and enterprise groups have not established a correct awareness of intellectual property rights. Not knowing how to respect the fruits of intellectual labor hinders the scientific and technological progress and innovation of the whole society. It is very important to carry out the research on the evaluation of the construction performance of the strong province of intellectual property. Firstly, the research background of the paper and the related research results at home and abroad are combed out. In order to lay a theoretical and academic background for the follow-up study, taking Jiangsu Province as the research object, before the formal study, the author made a basic analysis of the current situation of the construction of a strong province with strong intellectual property rights in Jiangsu Province. According to the work report issued by the government and previous academic research, Clarify the achievements and problems that Jiangsu has achieved in the process of building a strong province with intellectual property rights. Then, according to the concept of strong province of intellectual property, from four angles of creating, using, protecting and serving intellectual property, Referring to the relevant information and intellectual property index reports issued by the State intellectual property Office and the research results of other experts, 125 indicators were selected. First, quantitative analysis was carried out, and the index layers under each factor layer were classified through R-type clustering. Then using distance correlation analysis to test the rationality of the clustering results; then comparing the variation coefficient of each set of indicators, the larger the coefficient of variation is, the more obvious the characteristics of the indicators are, the more representative they are, and the more they should be retained. On the basis of R-type clustering and coefficient of variation analysis, a complete set of intellectual property evaluation index system is established. Then qualitative analysis is carried out, and the evaluation index system is improved by synthesizing the opinions of the expert group. Then, The improved ideal solution is used to construct the performance evaluation model of strong intellectual property province. Jiangsu Province is chosen as the object of empirical evaluation, and the main provinces in China are chosen as reference objects. According to the established evaluation index system of strong provinces with intellectual property rights, the performance of the selected major provinces is evaluated, and the overall construction status of Jiangsu Province and the detailed ranking of each index are obtained. Finally, according to the evaluation results, This paper summarizes the general situation of the construction of a strong province with strong intellectual property rights in Jiangsu Province, and analyzes each index in detail, finds out the advantages and disadvantages in the process of constructing a strong province of intellectual property rights in Jiangsu Province, and puts forward some relevant countermeasures and suggestions in view of the shortcomings.
