科技创新与金融创新耦合的机制与实证研究

【摘要】:科技创新与金融创新的结合是近年来备受关注的问题,两者的紧密结合往往会带来经济的高度繁荣和社会财富的高速增长,是人类社会生产方式与生活方式变革的重要引擎。本文拟借用物理学耦合的概念,以新的视角揭示科技与金融结合的本质,深入探究科技创新与金融创新之间的作用机制,定量评价我国科技创新与金融创新相互作用的现状,在此基础上探索新的政策思路,以此对科技创新和金融创新的结合做出更完善的理论解析、更准确的实践诠释和更有效的政策建议。 本文的研究涉及理论、实证和对策三个方面。在理论方面,首先对国内外相关研究成果进行归纳总结,通过对耦合理论、方法及其应用领域的分析比较,认为松散耦合理论在研究科技创新与金融创新的互动方面是适用且有效的,继而分析了科技创新与金融创新耦合的要素、方式以及两者之间形成的双螺旋耦合结构。另一方面,本文从科技创新与金融创新相互作用的历史视角切入,分析了两者之间微观层面的互动机制、中观层面的匹配机制以及宏观层面的协同机制。在实证方面,本文尝试借鉴物理学中耦合度评价方法,对我国科技创新与金融创新耦合的现状进行判断。结合科技创新与金融创新两个子系统的序参量,实际测算我国科技创新与金融创新的耦合度与耦合协调度。结果发现,自1993年起,我国科技创新与金融创新耦合协调度一直处在上升趋势,2000年后进入快速发展的中度耦合层次,并且极有可能在不久的将来步入高度耦合层级。在对策方面,本文结合国外科技创新与金融创新耦合的典型经验,提炼出科技创新与金融创新耦合的三种运作模式,即科技产业园融资模式、科技金融机构模式、补贴资金市场化运作模式。同时,针对我国实际情况,提出构建知识产权交易市场、打造专业性科技银行、进一步升级科技产业园区、打造一体化信息服务平台以及完善优惠政策及法律法规等具体的对策建议。
[Abstract]:The combination of scientific and technological innovation and financial innovation is a matter of great concern in recent years. The close combination of the two will often bring about a high degree of economic prosperity and the rapid growth of social wealth. This paper uses the concept of physics coupling to reveal the essence of the combination of science and technology and finance, and to explore the mechanism of the interaction between science and technology innovation and financial innovation, which is an important engine for the transformation of the mode of production and life style of human society. On the basis of quantitative evaluation of the current situation of the interaction between scientific and technological innovation and financial innovation in China, this paper explores new policy ideas and makes a more perfect theoretical analysis of the combination of scientific and technological innovation and financial innovation. More accurate practical interpretation and more effective policy recommendations. The research of this paper involves three aspects: theory, demonstration and countermeasure. In theory, first of all, the related research results at home and abroad are summarized, and the coupling theory, methods and their application fields are analyzed and compared. It is considered that the loosely coupled theory is applicable and effective in the study of the interaction between scientific and technological innovation and financial innovation, and then analyzes the elements, ways and the double helix coupling structure of the coupling between science and technology innovation and financial innovation. From the historical perspective of the interaction between scientific and technological innovation and financial innovation, this paper analyzes the interaction mechanism between them at the micro level, the matching mechanism at the meso level and the coordination mechanism at the macro level. This paper attempts to judge the current situation of coupling of science and technology innovation and financial innovation in China by using the method of coupling degree evaluation in physics, combining the order parameters of two subsystems of science and technology innovation and financial innovation. The results show that since 1993, the degree of coupling and coordination of science and technology innovation and financial innovation in China has been on the rise, and has entered the medium coupling level of rapid development since 2000. And it is very likely that in the near future, we will step into a highly coupled level. In terms of countermeasures, this paper combines the typical experiences of foreign countries in the coupling of scientific and technological innovation and financial innovation, and abstracts three operational modes of coupling of scientific and technological innovation and financial innovation. That is, the financing mode of science and technology industry park, the mode of scientific and technological financial institution, the market-oriented operation mode of subsidy fund. At the same time, according to the actual situation of our country, the paper puts forward the construction of intellectual property trading market and the construction of specialized science and technology bank. Further upgrade science and technology industry park, create integrated information service platform and perfect preferential policies, laws and regulations and other specific countermeasures.
