玉米种业发展问题及应对策略研究

【摘要】：玉米是我国第一大作物,品种改良对玉米增产贡献率超过40%。大力发展民族种业,是抵御外资品种冲击,确保玉米产业安全的必然选择。文章分析了全国玉米种业发展中存在的种企弱小、缺乏市场竞争力,外资种业大量涌入、冲击种业市场,体制机制对我国种业发展束缚严重等主要问题,详细解析了吉林省玉米种业发展中存在的种业弱散小突出、亟需整合育种资源,育种投入水平低、急功近利现象严重,自主品种量小质差、核心竞争力不强,知识产权保护不力、遏制创新积极性等突出问题,提出循序渐进构建商业化育种体系、继续发挥科研院所和高校的科研优势、大力培育繁育推一体化的大型种业企业和加强科研单位和种业企业资源整合与合作等提升吉林省玉米种业市场竞争力的对策建议。
[Abstract]:Maize is the largest crop in China, and variety improvement has contributed more than 40 percent to the increase in maize production. Vigorously developing the national seed industry is to resist the impact of foreign varieties. This paper analyzes the weak and weak seed enterprises in the development of maize seed industry throughout the country, the lack of market competitiveness, the influx of foreign capital seed industry, and the impact on the seed industry market. The main problems, such as the severe restraint of the system and mechanism to the development of the seed industry in our country, are analyzed in detail. The weak and scattered seed industry in the development of maize seed industry in Jilin Province is prominent, it is urgent to integrate breeding resources, the level of breeding investment is low, and the phenomenon of quick success and instant benefit is serious. Some outstanding problems, such as low quantity and low quality of independent varieties, weak core competitiveness, weak protection of intellectual property rights and restraint of innovation enthusiasm, are put forward to build a commercial breeding system step by step so as to continue to give full play to the scientific research advantages of scientific research institutes and colleges and universities. The countermeasures and suggestions to promote the market competitiveness of maize seed industry in Jilin Province are put forward, such as cultivating large seed enterprises with integrated breeding and pushing and strengthening the integration and cooperation of resources between scientific research units and seed industry enterprises.
