山西省大中型工业企业知识产权竞争力评价研究

【摘要】：当今世界，知识产权日益成为一个国家和地区经济发展的战略性资源和国际竞争力的核心要素。“世界的竞争归根到底就是知识产权的竞争”、“竞争力就是知识产权，是专利和标准”。当前，山西正处于转型跨越发展的关键时期，知识产权如何助力和支撑转型升级，是山西这个能源大省产业可持续发展的大问题。大中型工业企业作为山西省工业经济的支柱和骨干，其知识产权竞争力（IPC）的强弱，对全省知识产权工作的开展、新型工业化进程的推进有重要影响。因此，准确地评价山西省大中型工业企业的知识产权竞争力显得尤为重要。本文运用理论与实际、定性与定量相结合的研究方法深入分析山西省大中型工业企业的IPC。首先，简单介绍课题的研究背景、意义、国内外研究现状以及采用的研究方法和技术路线；其次，阐述IPC相关概念和理论基础，讨论企业IPC理论的形成过程，分析大中型工业企业IPC的内涵及构成要素，设计区域大中型工业企业知识产权竞争力评价指标体系，为全文构建理论框架；再次，本文以灰色关联分析和密切值法为手段，将这两种分析方法应用于区域大中型工业企业IPC评价中，详细阐述基于灰色关联分析的区域大中型工业企业IPC综合评价模型和基于组合权重的密切值法评价模型的构建；最后，，对山西省大中型工业企业IPC进行实证分析，以全国31个省市区为参照系，进行2011年全国数据的横向灰色评价以及2007～2011年山西本省的纵向密切值分析。研究表明，近几年山西大中型工业企业IPC在稳步提升，但整体水平偏低，创新资源投入不足、知识产权产出质量低、新产品开发力度不够等问题不容回避。为此，本文从山西省实际出发，提出了培育和提升山西省大中型工业企业IPC的有效策略，即提高创新意识、加大创新资源的投入、加快自主知识产权开发以及营造有利于知识产权发展的环境。
[Abstract]:Nowadays, intellectual property rights (IPR) have increasingly become the core elements of a country and a region's economic development and international competitiveness."the competition in the world is the competition of intellectual property in the final analysis", "competitiveness is intellectual property, patent and standard."At present, Shanxi is in the crucial period of transition and leapfrogging development. How to help and support the transformation and upgrading of intellectual property is a major problem for the sustainable development of Shanxi's energy industry.As the mainstay and backbone of Shanxi's industrial economy, the strength and weakness of the intellectual property competitiveness of large and medium-sized industrial enterprises have an important impact on the development of the province's intellectual property rights and the advancement of the new industrialization process.Therefore, it is particularly important to evaluate the intellectual property competitiveness of large and medium industrial enterprises in Shanxi Province.In this paper, IPCs of large and medium-sized industrial enterprises in Shanxi Province are deeply analyzed by means of the combination of theory and practice, qualitative and quantitative analysis.Firstly, it briefly introduces the research background, significance, domestic and international research status, research methods and technical routes adopted, secondly, expounds the related concepts and theoretical basis of IPC, discusses the formation process of enterprise IPC theory.This paper analyzes the connotation and constituent elements of IPC in large and medium-sized industrial enterprises, designs the evaluation index system of intellectual property competence of regional large and medium-sized industrial enterprises, and constructs the theoretical framework for the full text. Thirdly, this paper takes the grey relational analysis and the close value method as the means,The two analysis methods are applied to the IPC evaluation of regional large and medium-sized industrial enterprises. The comprehensive evaluation model of regional large and medium-sized industrial enterprises based on grey relational analysis and the construction of close value evaluation model based on combined weight are described in detail.This paper makes an empirical analysis on the IPC of large and medium-sized industrial enterprises in Shanxi Province. Taking 31 provinces and municipalities as the reference frame, the horizontal grey evaluation of national data in 2011 and the longitudinal close value analysis of Shanxi Province from 2007 to 2011 are carried out.The research shows that in recent years, the IPC of large and medium-sized industrial enterprises in Shanxi is improving steadily, but the overall level is on the low side, the investment of innovation resources is insufficient, the quality of intellectual property output is low, and the development of new products cannot be avoided.Therefore, based on the reality of Shanxi Province, this paper puts forward effective strategies to cultivate and promote the IPC of large and medium-sized industrial enterprises in Shanxi Province, that is, to raise the awareness of innovation and increase the input of innovative resources.Speed up the development of independent intellectual property rights and create an environment conducive to the development of intellectual property rights.
