【摘要】：改革开放以来，企业自主创新能力是全球各国家的热点话题，各国都十分关注，，我国投入了大量的人力、财力及物力资源。但同时我们也要清醒地认识到，目前我们还面临不少困难和问题，要看到我国企业自主创新能力方面与发达国家还存在较大的差距，还需要继续深入研究。企业自主创新能力是企业在市场竞争中，通过有效运用企业内外的各种创新资源，通过建立新的技术平台或改变核心技术，并取得自主知识产权，使企业能不断增强其核心竞争力，从而获得持续竞争优势，在技术创新过程中所表现出来的各种能力的有机综合。它具有系统性、复杂性、开放性、独创性和动态性。从技术创新能力的角度我们将企业自主创新能力细化为创新投入能力、基础研发能力、创新产出能力以及创新管理能力四个构成要素。通过对我国企业自主创新能力实践状况的剖析以及对当前企业自主创新能力的主流与趋势的深入研究，可以得知，虽然我国部分企业自主创新意识增强、创新投入增加、企业基础研发能力的环境有所改善、有利于企业自主创新的生态环境不断改善。但我国企业自主创新能力仍存在：总体技术水平不高、引进技术消化再创新能力薄弱、发展关键技术受制于人、以企业为主体的产学研结合的技术创新体系尚未形成、作为技术创新主体得到的政府支持不够等一系列的问题。着重从STS的视角，按照以建设创新型国家为目标，结合我国企业自主创新能力的现实状况，尝试性的提出了企业自主创新能力的提升策略，即加大投入，为创新驱动提供动力、鼓励自主创新，实现创新驱动、加强产学研合作，促进科学发展、突破技术瓶颈，提高技术成果转化和健全配套机制，完善创新社会环境。
[Abstract]:Since the reform and opening up, the independent innovation ability of enterprises is a hot topic in all countries of the world. All countries have paid great attention to it. Our country has invested a lot of manpower, financial and material resources. At the same time, we should also realize that we still face many difficulties and problems, and we should see that the independent innovation ability of our enterprises and the developed countries are also to be seen. There is a big gap, and further research is needed.
Enterprise independent innovation ability is the enterprise in the market competition, through the effective use of all kinds of innovative resources inside and outside the enterprise, through the establishment of a new technical platform or change the core technology, and obtain independent intellectual property rights, so that the enterprise can constantly enhance its core competitiveness, so as to gain continuous competitive advantage, in the process of technological innovation performance It is systematic, complex, open, ingenious, and dynamic. From the point of view of technological innovation, the ability of independent innovation of enterprises is refined into four components of innovation input capability, basic R & D capability, innovation output capacity and innovation management ability.
Through the analysis of the practice of independent innovation ability of Chinese enterprises as well as the in-depth study of the mainstream and trend of the independent innovation ability of the enterprises, it can be found that, although some enterprises have increased their consciousness of independent innovation, the investment of innovation is increased, the environment of the R & D ability of enterprises is improved, and the ecological ring of independent innovation of enterprises is beneficial. However, the independent innovation ability of China's enterprises still exists: the overall technical level is not high, the ability of introducing technology to digest and innovating is weak, the key technology of development is made up by the people. The technological innovation system which is the main body of enterprise, school and research has not been formed, and a series of problems such as the government support as the main body of technological innovation are not enough.
From the perspective of STS, in accordance with the objective of building an innovative country and combining the actual situation of the independent innovation ability of Chinese enterprises, this paper attempts to put forward the strategy of improving the independent innovation ability of enterprises, namely, to increase investment, to provide impetus for innovation drive, to encourage independent innovation, to realize innovation driven, to strengthen the cooperation of production, research and research, and to promote scientific development. We should break through the bottleneck of technology, improve the transformation of technological achievements and improve the supporting mechanism, and improve the social environment for innovation.
