中国兽医图书出版战略研究

【摘要】:兽医图书出版对我国人民健康和畜牧业发展以至整个农业的发展有着极其重要的作用,兽医图书出版属专业出版范畴,在我国有近2000年历史,新中国成立后是发展最快的时期,尤其是改革开放后的30年,兽医图书出版在经历了萎缩、断层、分散、国际化受阻、品种匮乏、内容质量不高等艰难时期后,迎来了快速发展的大好局面。但是,随着改革开放的深入,特别是市场化、信息化、全球化的大潮来袭,兽医图书出版与兽医科学技术的发展以及广大读者对新知识、新技术的迫切渴望形成了巨大的差距。这就为我国从战略层面上规划统筹兽医图书出版提出了新的要求。要求我们从战略层面对兽医图书结构布局、资源配置、发展目标、战略措施、发展方向等进行深入研究,以期对兽医图书出版起到指导和借鉴作用。 本文立足于对新中国成立以来60余年兽医图书出版状况的宏观统计和图书品种、内容的深入分析,以专业图书常用分类方法按照学术专著(含译著)、高等教育教材、培训教材、科普读物和出版物学科分类,采用系统分析法、案例分析法、统计分析法等,站在政治、经济、社会、文化、科技、出版等各个角度对兽医图书出版问题分别进行了分析研究,从兽医图书出版战略的高度得出了七个结论。主要包括:1.中国兽医图书出版战略目标是构建以信息、网络技术为支撑,以市场需求为导向,符合生态环境保护、品种结构合理、可持续发展的兽医图书出版体系。2.中国兽医图书出版必须坚持服务于兽医学科发展与教育、服务于畜牧业生产与安全、服务于大众健康与生活“三个服务”的出版方向,这是坚持为实现新的“四个现代化”、实现中华民族伟大复兴中国梦服务的政治方向的具体体现。3.必须进一步提高中国兽医图书出版的适应性战略措施。即适应市场多样化需求,普遍提高各类兽医图书科技含金量,根据自身优势、突出重点出版物,遵循市场规律,避免盲目竞争。4.必须进一步建立中国兽医图书出版的品牌战略措施。借助国家精品课程建设项目、国家重大出版基金项目,树立品牌权威、立传世之作。5.必须进一步加强中国兽医图书出版的数字化战略措施。加大投入,创造条件加快建立以计算机技术、多媒体技术和网络技术为支撑的数字化出版体系。6.必须进一步建立中国兽医图书出版的环保战略措施。把出版发展纳入国家的生态建设任务之中,使出版走上“绿色”发展之路。7.必须进一步提高中国兽医图书出版的国际交流战略措施。扩大“引进来、走出去”的国际交流,保护知识产权,繁荣“版权”贸易。 本研究还就落实出版战略的具体措施方面提出了四条建议:1.通过我国兽医图书的组织与运行,推进建立适合我国国情的兽医科学技术推广与应用体系。2.深度挖掘和整理传统中兽医学方面古籍,在国家或行业的引导和支持下尽快推进传统中医学著作“走出去”战略的落实。3.进一步强化国家对兽医图书出版的指导和规划功能,建立以立项方式为引导的兽医图书重大出版项目体系,强化行业部门和出版企业在出版资源配置和兽医图书出版结构与布局的交流与沟通,为实现“绿色”出版、高效出版奠定坚实基础。4.在新媒体时代,出版企业联合开发兽医学科技术在线服务平台以及应用技术推广体系。
[Abstract]:Veterinary books and publications play an important role in the development of the health of the people and the development of the animal husbandry and the development of the whole agriculture. The publication of veterinary books is a category of professional publication. It is in our country in the history of 2000. After the founding of new China, it is the fastest developing period, especially in the 30 years after the reform and opening up, and the publication of veterinary books has gone through atrophy and broken. After the difficult times, the layer, the dispersion, the internationalization, the variety, the quality of the content are not high, and the rapid development situation is ushered in. However, with the deepening of the reform and opening up, especially the market, information, globalization, the development of veterinary books and veterinary medicine, and the force of the readers on new knowledge and new technology There is a huge gap in cutting longing. This puts forward new requirements for China to plan and co-ordinate the publishing of veterinary books from the strategic level. It requires us to study the layout of the veterinary books, the allocation of resources, the development goals, the strategic measures and the direction of development from the strategic level, in order to guide and learn from the veterinary book publishing. Use.
This paper is based on the macro statistics of the publishing situation of veterinary books and the contents of books and books for more than 60 years since the founding of new China, and the contents are analyzed in accordance with the common classification methods of professional books, such as academic monographs (including translated works), higher education textbooks, training materials, science popularization and publishing subject classification, system analysis, case analysis, and system analysis. Analyzing and studying the issue of veterinary books and publishing in various angles, such as political, economic, social, cultural, scientific and technological, and publishing, seven conclusions have been drawn from the height of veterinary book publishing strategy. This study also puts forward four suggestions for the implementation of the specific measures of the publishing strategy: 1. through the organization and operation of veterinary books in China, the establishment of a veterinary science and technology extension and application system suitable for China's national conditions,.2. depth mining and consolidation of traditional Chinese ancient books of veterinary medicine, is promoted as soon as possible with the guidance and support of the state or industry.
