【摘要】：我国《十二五发展规划》及2012年我国政府工作报告中明确提出“加快转变经济发展方式,推进经济结构战略性调整”、“推动外贸发展从规模扩张向质量效益提高转变、从成本优势向综合竞争优势转变”的发展方向与基本思路。在知识与创新成为经济持续增长动力的今天,如何抓住全球经济格局调整的机遇,如何通过完善知识产权保护制度、改变出口贸易方式来促进技术进步,成为我国经济领域面临的重要课题之一。那么,在这个复杂的经济系统中,知识产权保护、出口商品结构、全要素生产率三者之间存在怎样的相互影响机制与作用途径?我国产权保护制度在出口商品结构变迁中扮演了何种角色?我国知识产权保护制度的变革与完善是否影响了全要素生产率及其组成部分?本文以结构调整与技术进步为导向,以知识产权保护为主线,针对以上问题展开研究。首先从概念、度量方式、发展趋势等方面分析了我国知识产权保护和出口商品结构现状,构建了区分初级产品、高技术产品和其他工业制成品三个部分的出口商品结构度量指标,综合考虑我国立法与执法两个方面建立我国区际知识产权保护指标。不管是从专利授权、专利申请、GP指数,还是考虑执法情况来度量我国知识产权保护制度,我国知识产权保护程度在不到加强；无论是采用不同出口商品规模、出口增速,还是采用出口商品结构指数来衡量,我国的出口商品结构也存在缓慢上升的趋势,且省域间的差异明显。为了说明知识产权保护、出口商品结构、全要素生产率的互动机制与作用途径,本文建立了知识产权保护影响出口贸易商品结构的“四因素”理论模型框架、知识产权保护影响全要素生产率的直接与间接效应模型以及三者知识产权保护、出口商品结构与全要素生产率的联动机制模型。知识产权保护通过影响交易效率、规模经济、技术创新、产业结构而作用于不同产品的出口竞争优势,进而影响出口贸易结构的变迁；反过来出口商品结构的变迁也通过传递外部市场需求、国际技术标准、竞争压力等影响知识产权制度变革；在此基础上,将劳动、资本、生产效率、知识产权保护纳入内生经济增长模型,深入探讨了知识产权保护促进全要素生产率的直接效应,并详细分析了知识产权保护制度如何通过作用于国际贸易、FDI等间接渠道影响一国的生产率。具体来说,最后,将知识产权保护、出口商品结构、全要素生产率置于统一的分析框架内,考察了三者间的作用关系及联动机制。实证研究方面,论文采用我国2000-2010年时间序列及31个省市的区际面板数据,采用OLS、GLS、GMM、DEA、联立方程等方法估计了我国知识产权保护对出口商品结构、知识产权保护对全要素生产率及其组成部分的影响效应,以及知识产权保护、出口商品结构、全要素生产率的联动效应。实证研究结论表明：知识产权保护在一定程度上促进出口商品结构的优化,且对商品出口的正向促进作用在高技术产品中更为显著；但知识产权保护对于出口商品结构优化的促进作用在不同区域之间并不一致,东部地区知识产权保护对出口贸易商品结构的正向促进作用在所有回归方程中显著；知识产权保护对全要素生产率具有显著的直接作用,也通过间接影响贸易开放、FDI而正向作用于全要素生产率；在考虑到模型估计的内生性问题后,面板数据的估计结果显示,出口商品结构在10%的显著性水平上具有促进知识产权保护的作用,知识产权保护对出口商品结构优化的促进作用在5%水平下是统计显著的,出口商品结构与知识产权保护共同推动了我国全要素生产率的提高,知识产权保护制度的完善、出口商品结构的优化,有利于技术效率的改进。
[Abstract]:In China's 12th Five-Year development plan and the government work report of China in 2012, the development direction and basic thought of "accelerating the transformation of economic development mode and promoting the strategic adjustment of economic structure", "promoting the transformation of foreign trade development from scale expansion to quality benefit, from cost advantage to comprehensive competitive advantage" and basic thinking are put forward. And innovation has become the driving force of economic growth. How to seize the opportunity to adjust the global economic pattern, how to improve the intellectual property protection system and change the way of export trade to promote technological progress has become one of the most important issues in the economic field of our country. What are the mutual influence mechanisms and ways of the three people's commodity structure and total factor productivity? What role is the role of China's property rights protection system in the change of export commodity structure? Does the change and perfection of the intellectual property protection system affect the total factor production rate and its components? This article is based on structural adjustment and technology Guided by the progress of the operation, the above issues are studied based on the protection of intellectual property rights.
First of all, it analyzes the status of intellectual property protection and export commodity structure in China from the aspects of concept, measurement and development trend, and constructs the export commodity structure measurement index to distinguish three parts of primary products, high technology products and other industrial products, and comprehensively considers the two aspects of our national law and law enforcement to establish interregional intellectual property rights in China. Protection index. Whether it is from patent authorization, patent application, GP index, or considering law enforcement to measure China's intellectual property protection system, the degree of intellectual property protection in China is not strengthened; the export commodity structure of China is measured by the scale of different export commodities, export growth rate, or the export commodity structure index. There is also a slow upward trend, and the difference between provinces is obvious.
In order to explain the protection of intellectual property rights, the structure of export commodities, the interactive mechanism and the way of the total factor productivity, this paper establishes a "four factor" theoretical model framework for the protection of export trade goods by intellectual property protection, the direct and indirect effect model of the total factor productivity and the intellectual property protection of the three parties. Protection, export commodity structure and total factor productivity linkage mechanism model. Intellectual property protection is influenced by trade efficiency, economies of scale, technological innovation and industrial structure, which affect the export competitive advantage of different products, and then influence the change of export trade structure; in turn, the change of export commodity structure is also passed through the external market. Demand, international technical standards, and competitive pressure influence the reform of intellectual property system. On this basis, labor, capital, production efficiency and intellectual property protection are incorporated into the endogenous economic growth model, and the direct effect of intellectual property protection on the promotion of total factor productivity is discussed in detail, and how the intellectual property protection system is carried out in detail In international trade, indirect channels such as FDI affect the productivity of a country. In the end, the protection of intellectual property, the structure of export commodities, and the total factor productivity are placed in a unified framework, and the interaction and linkage mechanism between the three are examined.
In the empirical study, the paper uses the 2000-2010 year time series of China and the interregional panel data of 31 provinces and cities, and uses OLS, GLS, GMM, DEA and simultaneous equations to estimate the export commodity structure of China's intellectual property protection, the effect of intellectual property protection on the total factor productivity and its components, as well as the protection of intellectual property rights, and the export. The empirical study shows that intellectual property protection promotes the optimization of export commodity structure to a certain extent, and the positive promotion effect on commodity export is more significant in high technology products, but the promotion effect of intellectual property protection on the optimization of export commodity structure is in different areas. The positive effect of intellectual property protection on the export trade commodity structure in the eastern region is significant in all regression equations. Intellectual property protection has a significant direct effect on the total factor productivity. It also has a direct effect on the total factor productivity by indirect influence on trade, and FDI is used for the total factor productivity. After the endogenous problem, the results of the panel data show that the export commodity structure has the role of promoting intellectual property protection at the significant level of 10%. The promotion effect of intellectual property protection on the optimization of export commodity structure is statistically significant at the 5% level. The exporter's structure and intellectual property protection jointly promote our country. The improvement of total factor productivity, the improvement of intellectual property protection system and the optimization of export commodity structure are conducive to the improvement of technical efficiency.
