常熟市农业产业化经营的发展研究

【摘要】：农业产业化经营是继家庭承包制后我国农村的又一制度创新,其本质是市场农业多元主体结成的利益共同体,并以契约为纽带,通过“风险共担,利益共享”的利益分配机制使制度变迁的潜在收益得以实现。研究农业产业化经营对促进农业市场化进程、提高农业专业化和规模化经营、推动农业结构转型、实现农业技术进步、增加和稳定农民收入等起到重大作用。本文以江苏省常熟市为研究区域,运用SWOT分析法对常熟市农业产业化经营状况进行研究分析,并为常熟市农业产业化经营以后的发展提出了相应的战略对策。通过分析其存在的优势、劣势、机会与挑战,得到以下结论： (1)常熟市农业产业化经营存在的优势有：自然资源禀赋优势明显、农业产业资源丰富优势明显、农民人均纯收入高、主导产业区域化优势明显、农产品区位特色突出,部分乡镇农业产业化经营经济效益显著、休闲农业发展前景好、绿色、有机农业发展迅速、注重科研技术的投入、龙头企业作用显著。 (2)常熟市农业产业化经营存在的劣势有：农户种植作物种类少、农民销售农产品渠道单一、政府缺乏对农民提供农业技术支持、自主知识产权名牌产品少、龙头企业发展不均衡、农产品加工企业对本地农业产业化经营带动有限、产业链转化增值效益不高。 (3)常熟市农业产业化经营面临的机遇有：全面推进城乡一体化建设、市政府完善的政策体系支撑、居民消费结构的变化。面临的挑战主要是农产品市场竞争激烈。基于SWOT分析,针对常熟市的所存在的问题,本文提出以下战略对策：强化对专业农户的政策扶持、加大龙头企业对农户的辐射带动作用、加大研发技术的投入,激励自主知识产权创新品牌的建设、扩宽龙头企业农产品销售渠道。由于常熟市具有一定的代表性,因此这些对策的提出不仅能促进常熟市现代农业的进一步发展,也将为整个江苏省农业产业化经营的发展提供借鉴。
[Abstract]:Agricultural industrialization management is another institutional innovation in rural areas after the household contract system. Its essence is a community of interests formed by the pluralistic main body of market agriculture, and through "risk sharing", the contract is used as a link. The benefit sharing mechanism makes the potential benefits of institutional change come true. The study of agricultural industrialization management plays an important role in promoting the process of agricultural marketization, improving agricultural specialization and scale management, promoting the transformation of agricultural structure, realizing the progress of agricultural technology, increasing and stabilizing farmers' income and so on. Taking Changshu City of Jiangsu Province as the research area, this paper uses SWOT analysis method to study and analyze the situation of agricultural industrialization management in Changshu City, and puts forward the corresponding strategic countermeasures for the development of Changshu City after agricultural industrialization management. By analyzing its strengths, weaknesses, opportunities and challenges, the following conclusions are drawn: 1) the advantages of agricultural industrialization management in Changshu are: natural resource endowment is obvious, agricultural industry is rich in resources, farmers' per capita net income is high, leading industry regionalization advantage is obvious, and the regional characteristics of agricultural products are prominent. Some villages and towns agricultural industrialization management economic benefit is remarkable, the leisure agriculture development prospect is good, the green, the organic agriculture develops rapidly, pays attention to the scientific research technical input, the leading enterprise function is remarkable. 2) the disadvantages of agricultural industrialization management in Changshu City are as follows: farmers grow fewer kinds of crops, farmers have a single channel for selling agricultural products, the government lacks agricultural technical support to farmers, and its own intellectual property rights brand products are few. The development of leading enterprises is not balanced, the agricultural products processing enterprises are limited to the local agricultural industrialization management, and the value-added efficiency of industrial chain transformation is not high. 3) the opportunities of agricultural industrialization management in Changshu City are as follows: promoting the construction of urban and rural integration in an all-round way, supporting the perfect policy system of the municipal government, and changing the consumption structure of residents. The main challenge is the fierce competition in the agricultural products market. Based on the analysis of SWOT, this paper puts forward the following strategic countermeasures in view of the problems existing in Changshu City: strengthening the policy support to the specialized farmers, increasing the radiation leading role of the leading enterprises to the farmers, and increasing the investment of R & D technology. Encourage the construction of independent intellectual property innovation brand, expand the marketing channels of leading enterprises agricultural products. Because Changshu City is representative, these countermeasures can not only promote the further development of modern agriculture in Changshu City, but also provide reference for the development of agricultural industrialization in Jiangsu Province.
