中国创意经济竞争力研究

【摘要】:工业革命以来,人类社会生产力得到极大提高,经济总量和规模日益扩大,但是以要素投入驱动的“高生产、高消费、高污染”的传统发展模式以及“先污染、后治理”的发展道路造成了严重的资源、能源和生态环境问题,迫切要求转变经济发展方式,实现经济社会可持续发展。由此,英国率先正式提出了发展“创意产业”的理念。自1997年英国政府大力倡导发展创意经济以来,全球范围内创意产业方兴未艾,创意经济逐渐成为知识经济时代的全球性战略选择。在英国之后,美国、加拿大、德国、法国、意大利、日本、韩国、香港、台湾等国家和地区都认识到创意经济在促进可持续发展中的重要作用,在创意产业发展政策、创意经济环境建设、创意人才培育机制、创意产业科技支撑体系、创意产业贸易政策等方面提供有力的支持和保障,推动创意经济发展,形成世界创意经济发展热潮。创意经济的发展程度已经成为衡量一个国家或城市综合竞争力高低的重要标志之一,创意经济竞争力已经成为一个国家或地区新的竞争优势来源。 在全球创意经济大发展的背景下,中国近年来也重视创意经济发展,加快创意产品出口,国际竞争力已经明显得到增强,对促进国内经济增长和发展方式转变起到了巨大的推动作用。然而,与发达国家的创意经济发展相比,我国创意产业的层次和结构还较低,创意服务业发展滞后,创意生产能力较弱,创意经济发展水平不高。在日趋激烈的创意经济国际竞争中,如何大力发展我国创意产业,切实提高创意经济的国际竞争力,是全面建成小康社会、构建社会主义和谐社会过程中亟待解决的重大课题之一。 本文在马克思主义政治经济学基本理论的指导下,对创意经济和国际竞争力等相关领域的问题进行了积极探索,主要从理论体系、评价体系和对策体系三大部分进行分析。首先,在充分吸收和借鉴国内外已有研究成果的基础上,构建创意经济竞争力理论体系,包括创意经济竞争力的理论基础、基本内涵、影响要素和驱动模型等。其次,在理论分析的基础上,通过借鉴国际竞争力评价的主流方法,构建指标体系和评价模型对国家创意经济竞争力进行综合评价分析。结果发现:中国创意经济发展尽管具备了一定的基础条件和产业优势,但发展环境还比较差,发展潜力也不够强劲,需要在巩固创意基础竞争力和创意产业竞争力的同时,花大力气提升创意环境竞争力和创意持续竞争力。最后,根据理论推演和综合评价结果提出了优化创意经济发展环境、加大知识产权保护力度、营造良好财税金融政策环境、调整创意产业内部结构、加大创意经济研发教育投入、提升创意经济创新能力、促进创意人才内引外育等增强中国创意经济竞争力的战略举措。
[Abstract]:Since the industrial revolution, the productivity of human society has been greatly improved, and the economic aggregate and scale have been expanded day by day, but the traditional development mode of "high production, high consumption, high pollution" and "first pollution" driven by factor input, The development road of "post-governance" has caused serious problems of resources, energy and ecological environment. It is urgent to change the mode of economic development and realize the sustainable development of economy and society. As a result, Britain took the lead in putting forward the idea of developing creative industries. Since the British government strongly advocated the development of creative economy in 1997, creative industries are in the ascendant all over the world, and creative economy has gradually become the global strategic choice in the era of knowledge economy. After the United Kingdom, the United States, Canada, Germany, France, Italy, Japan, South Korea, Hong Kong, Taiwan and other countries and regions all recognized the important role of creative economy in promoting sustainable development and in the development policies of creative industries. Creative economic environment construction, creative talent cultivation mechanism, creative industry science and technology support system, creative industry trade policy and other aspects provide strong support and protection, promote the development of creative economy, and form the world creative economy development boom. The development degree of creative economy has become one of the important symbols to measure the comprehensive competitiveness of a country or city, and the competitiveness of creative economy has become a new competitive advantage source of a country or region. In the context of the great development of the global creative economy, China has also attached importance to the development of the creative economy in recent years, speeding up the export of creative products, and its international competitiveness has been obviously enhanced. It has played a great role in promoting domestic economic growth and changing the mode of development. However, compared with the development of creative economy in developed countries, the level and structure of creative industry in China is still low, the development of creative service industry lags behind, the creative production capacity is weak, and the level of development of creative economy is not high. In the increasingly fierce international competition of creative economy, how to develop our creative industry vigorously and improve the international competitiveness of creative economy is to build a well-off society in an all-round way. One of the most important tasks to be solved in the process of building a harmonious socialist society. Under the guidance of the basic theory of Marxist political economy, this paper makes an active exploration of the problems in the fields of creative economy and international competitiveness, mainly from the theoretical system, the evaluation system and the countermeasure system. First of all, on the basis of absorbing and drawing lessons from domestic and foreign existing research results, the theoretical system of creative economic competitiveness is constructed, including the theoretical basis, basic connotation, influencing factors and driving model of creative economic competitiveness. Secondly, on the basis of theoretical analysis, this paper constructs an index system and an evaluation model to analyze the competitiveness of national creative economy by using the mainstream methods of international competitiveness evaluation for reference. The results show that the development of creative economy in China has some basic conditions and industrial advantages, but the development environment is still relatively poor, and the development potential is not strong enough, so it is necessary to consolidate the basic competitiveness of creativity and the competitiveness of creative industry at the same time. Make great efforts to enhance the competitiveness of creative environment and creative sustainable competitiveness. Finally, according to the theoretical deduction and comprehensive evaluation results, the paper proposes to optimize the development environment of creative economy, strengthen the protection of intellectual property rights, create a good fiscal and tax policy environment, and adjust the internal structure of creative industry. Increase the creative economy R & D education investment, enhance creative economy innovation ability, promote creative talents inside and outside education and other strategic measures to enhance the competitiveness of China's creative economy.
