我国高校专利产出现状、问题以及对策

【摘要】：摘要：高校是我国培养高层次创新人才的重要基地,是我国基础研究和高新技术领域原始创新的主力军。专利产出作为高校科技创新的重要表现,体现了高校科技创新能力与绩效。中国高校专利产出数量较大,整体呈上升趋势,不同类别高校专利产出数量变化趋势大致相同,各类高校专利产出以发明为主,显示出我国高校雄厚的科研实力,但是高校专利转化率整体较低,高校专利产出质量不高。现阶段,我国高校专利产出主要有以下几个问题：高校专利归属制度不完善,忽视了发明人在发明创造过程中的智力投入；高校专利产出考核评价机制不科学,科研评价指标单一,通常情况下仅考察专利申请量和授权量,过分重视短期效应,忽视了科研的长期性；高校专利产出激励机制不合理；高校专利申请和科研开发脱节。为了完善高校专利管理制度,提高高校专利产出质量,应当建立高校教师职务发明共享机制,以及在校学生专利权共享机制；建立中长期考核机制,逐渐把由注重专利申请量为主的考核指标,转移到知识产权创新与运用并重的指标上来；高校要把专利放在与承担项目、发表论文和申报科技奖励同等的位置,完善我国高校专利产出激励机制；将知识产权管理纳入到科学研发的整个过程,实现专利申请与科研开发对接。
[Abstract]:Absrtact: colleges and universities are an important base for training high-level innovative talents in our country, and are the main force of the original innovation in the field of basic research and high-tech in our country. Patent output, as an important manifestation of scientific and technological innovation in colleges and universities, embodies the ability and performance of scientific and technological innovation in colleges and universities. The number of patent output in colleges and universities in China is large and the overall trend is on the rise. The change trend of the number of patent output of different kinds of colleges and universities is roughly the same. The patent output of various colleges and universities is mainly invention-oriented, which shows the strong scientific research strength of our universities. But the conversion rate of university patent is low, and the quality of university patent output is not high. At present, there are several problems in the patent output of colleges and universities in our country: the patent ownership system is not perfect, the intellectual input of the inventor in the process of invention and creation is neglected, the evaluation mechanism of the patent output in colleges and universities is not scientific, The evaluation index of scientific research is single, the quantity of patent application and the quantity of authorization are examined only, the short-term effect is paid too much attention to, the long-term nature of scientific research is neglected, the incentive mechanism of university patent output is unreasonable, and the patent application and research development of university are out of touch. In order to perfect the patent management system in colleges and universities and improve the quality of patent output in colleges and universities, we should establish the sharing mechanism of university teachers' job inventions and the sharing mechanism of patent rights among college students, and establish a medium and long term examination mechanism. Gradually shifting the assessment index, which focuses mainly on the amount of patent applications, to the index of equal emphasis on innovation and application of intellectual property rights; colleges and universities should put patents in the same position as undertaking projects, publishing papers and declaring scientific and technological awards. To perfect the incentive mechanism of patent output in colleges and universities in our country, to bring intellectual property management into the whole process of scientific research and development, and to realize the docking of patent application and scientific research and development.
