合肥市服务外包产业发展研究

【摘要】:当前全球专业化分工不断深化,以云计算为代表的新一代信息网络技术持续发展,发展低碳经济、走可持续发展之路也已经成为全球的共识。可以看到,全球经济正进一步向扁平化、科技化和绿色化发展,而服务外包产业自身科技含量高、附加值高、资源能源消耗低、环境污染少的特点顺应了目前全球经济的发展方向,是各国实现发展和转型的重要机遇。 “十一五”期间,我国服务外包产业的综合实力跻身世界前列、产业水平发展全面提升、示范带动效应初步明显、整体发展环境日益优化、推动科学发展贡献突出,虽然受到经济危机的冲击,但是还是实现了快速发展。2013年商务部、发改委也出台服务外包产业发展规划,提出要巩固提升优势领域、重点突破关键领域、积极培育新兴领域,分别发挥东部沿海城市、中西部城市和东北城市的不同作用,形成分工有序、各具特色的服务外包产业发展格局,不断提升国际竞争力。 作为我国21个服务外包示范城市之一,合肥市拥有完善的基础设施、丰富的人力资源、广阔的制造业市场和良好的经济环境,能为服务外包业的发展提供条件。虽然合肥市服务外包业近年发展势头良好,但是和国内其他服务外包示范城市相比,各项指标和综合竞争力都相对较弱,同世界服务外包产业发达的地区相比,更是有不小的差距。因此,合肥市如何顺应国际国内服务外包产业迅速发展的浪潮,实现自身服务外包产业的发展,成为亟待解决的重要课题。 在阅读相关文献的基础上,笔者对服务外包的动因、影响因素、经济效应,对中国服务外包产业的发展现状、存在问题、未来发展,对国内示范城市服务外包产业发展现状等等都有了一定的了解,并在此基础上重点研究合肥市服务外包产业的发展。 本文先从经济贸易方面分析合肥市发展的基本情况,再分总体和各园区介绍合肥市服务外包产业发展的情况,其中重点介绍六个示范园区的发展现状和特色产业;通过与中部其他三个示范城市相关指标的对比,得出合肥市服务外包产业发展面临整体规模小竞争力弱、缺乏领头企业和品牌、人才供求存在结构矛盾以及知识产权保护不完善的问题。接下来将“钻石模型”的四个基本因素和两个辅助因素应用到合肥市的具体情况,来分析服务外包产业竞争力的影响因素,其中“生产要素条件”分为基础设施、资本资源和人力资源;“相关与支持性行业”分为以制造业为依托和以服务业为依托;跨国公司的业务转移、国内经济转发增长方式、中部崛起战略都是合肥市服务外包产业发展的“机遇”。 政策建议部分是本文的重点,也是可能的创新点。结合对合肥市服务外包产业竞争力的影响因素分析和存在问题的讨论,笔者提出合肥市服务外包产业可以采用“产—学—政”结合的发展模式。产、学、政对应的载体分别是企业、学校和政府,它们各自的核心目标分别是品牌建设、人才培养和发展规划,但是每个载体对另两个载体的核心目标都是有促进作用的,而每个目标也都会受到三个载体的共同促进。三个载体相辅相成,最后形成以学校为主力、企业和政府共同合作的人才培养体系;以企业为主力、学校和政府全力相助的品牌建设体系;以政府为主力,学校和企业积极配合的产业发展规划。本文还就这三个体系的各个层面提出了具体的政策建议,期望能对合肥市服务外包产业的未来发展提供可行的参考思路。
[Abstract]:At present, the global specialization is deepening, the new generation of information network technology, represented by cloud computing, is developing continuously, developing low carbon economy and taking the road of sustainable development has become a global consensus. It can be seen that the global economy is further flattening, scientific and green, and the service outsourcing industry has high technology content. High value-added, low energy and resource consumption and less environmental pollution conform to the current global economic development direction, and it is an important opportunity for all countries to achieve development and transformation.
During the "11th Five-Year", the comprehensive strength of the service outsourcing industry in China is among the top in the world, the development of the industry level has been promoted in an all-round way, the demonstration driving effect is initially obvious, the overall development environment is increasingly optimized and the contribution of the scientific development is outstanding. Although the impact of the economic crisis, it has also realized the rapid development of the.2013 Ministry of Commerce and the development and Reform Commission. The development planning of service outsourcing industry has also been introduced. It is proposed to consolidate and improve the areas of superiority, focus on key areas, and actively cultivate new fields, play the different roles of eastern coastal cities, central and western cities and northeast cities, form a division of labor, special service outsourcing industry development pattern, and improve the international competitiveness.
As one of the 21 demonstration urban service outsourcing cities in China, Hefei has a perfect infrastructure, rich human resources, a broad manufacturing market and a good economic environment, which can provide conditions for the development of service outsourcing industry. Although the service outsourcing industry in Hefei has developed well in recent years, it is also a demonstration city of other service outsourcing in China. Compared with the relatively weak index and comprehensive competitiveness, there is no small gap compared with the developed areas of service outsourcing industry in the world. Therefore, it is an important task for Hefei to comply with the rapid development of the international and domestic service outsourcing industry and to realize the development of its own outsourcing industry.
On the basis of reading related literature, the author has a certain understanding of the current situation, problems and future development of service outsourcing industry in China, and has a certain understanding of the development status of service outsourcing industry in China's demonstration cities and so on, and on this basis, on this basis, focuses on the service outsourcing industry in Hefei. Development.
This article first analyzes the basic situation of the development of Hefei from the economic and trade aspects, and then introduces the situation of the development of the service outsourcing industry in Hefei, which focuses on the development status of the six demonstration parks and the characteristics of the industry. Through the comparison with the other three demonstration cities in Central China, the service outsourcing of Hefei city is obtained. The industrial development is faced with the problems of small competitiveness, lack of leading enterprises and brands, the contradiction between the supply and demand of talents and the imperfection of intellectual property protection. Then, the four basic factors and two auxiliary factors of the "Diamond Model" are applied to the specific situation of Hefei to analyze the influence of the competitiveness of the service outsourcing industry. The "factors of production factors" are divided into infrastructure, capital and human resources, and "related and supportive industries" are divided into manufacturing industry and service industry; transnational corporations' business transfer, domestic economic forwarding growth mode and the development of Hefei service outsourcing industry "opportunity" "."
The policy suggestion part is the key point of this article and the possible innovation point. Combining with the analysis of the influencing factors of the competitiveness of the service outsourcing industry in Hefei and the discussion of the existing problems, the author puts forward that the service outsourcing industry in Hefei can adopt the development model of "production learning politics". The carrier of production, learning and political correspondence is the enterprise, the school and the government. The government, their respective core objectives are brand building, talent training and development planning, but each carrier has a promoting effect on the core objectives of the other two carriers, and each target will be promoted jointly by the three carriers. The three carriers complement each other, and finally form the main force of the school, the enterprise and the government join together. The system of personnel training, the brand building system which takes the enterprise as the main force, the school and the government are fully assisted, and the industrial development plan with the government as the main force and the active cooperation between the schools and the enterprises. This paper also puts forward specific policy suggestions on the various levels of the three systems, hoping to provide the future development of the service outsourcing industry in Hefei. A feasible reference idea.
