大唐新能源公司风电项目开发建设流程优化研究

【摘要】:世界能源结构已经从高碳化开始向低碳化、无碳化演化和发展。随着全球能源需求进入低增长阶段,发展中国家逐渐成为世界能源需求增长的中心。世界上较多的发达国家已较早确定了能源低碳化目标,控制温室气体排放,减少煤炭使用,可再生能源在终端能源消费的比重快速提升。近年来,中国能源结构调整步伐也不断加快,煤炭消费年增长量显著下降,能源对外依存度不断提高,生态环境保护对能源发展的制约作用越来越强,能源发展进入低增速、低增量、低碳化和资源约束严、生态约束严和环境约束严的新常态,推动能源生产和消费革命,加快低碳循环发展成为国家能源发展的重要战略。风电作为能源结构调整、实现低碳化发展的一项重要新能源发电技术,已在全球范围内实现大规模开发应用。世界各国风电占发电装机比重不断提升,成为装机容量增幅最大的新能源发电技术。“十二五”期间,中国风电迅速发展,培育了大规模的风电市场,初步形成了拥有自主知识产权的核心技术体系,出现了一批具有竞争力的装备制造企业并逐步走向国际市场。任何事物发展都存在其必有的规律和历史过程。风电产业快速发展的同时,我们也清醒的认识到,国内风电产业发展技术对外依存度依然较高,风电设备质量、风电场开发建设和运营管理的体制机制仍需健全,风电行业较为成熟的专业技术人员不足,包括风电设备制造、微观选址、风场设计和开发建设等各项标准正在形成和完善过程中。风电产业的税收、补贴等扶持性政策支持,让国内较多的风电开发者长期注重规模的增长,对风电技术经济性以及风场全生命周期效益、风电持续发展缺乏科学认识,风场前期开发、优化设计水平并未达到应有深度,风电场开发和建设管理流程、过程管控仍存在不科学、不合理之处,微观选址、项目设计优化等环节不够精细,风电场开发的效率和效益未能达到设计目标或者先进水平,仍有较大的提升空间。未来一段时期,随着世界各国对环保工作的日益重视,风电等新能源产业的发展仍将成为世界能源发展的重要关注领域。巴黎协定重申本世纪末2℃的全球温度升高控制目标,中国提出二氧化碳要在2030年左右达到峰值,力图深度参与全球治理,努力控制温室气体排放,积极承担国际责任。可以预见,为实现2020年和2030年非化石能源分别占一次能源消费比重15%和20%的目标,国家仍将把加快风电等新能源产业发展作为实现目标的重要路径,如何提高风电产业发展质量,实现科学高效开发,仍将是风电开发企业必须研究的重要命题。中国大唐集团新能源股份有限公司作为国内较早从事风电等新能源项目开发的企业,长期注重风电开发的经济效益,立足建设“管理一流、设备一流、队伍一流、效益一流”的风电场,着力打造“工期短、造价低、质量优、效益好”的精品工程。特别是注重风电项目开发建设流程优化和改进,持续提升风电场开发管理能力,加快风电项目开发效率和效益的提升。近两年来,国家经济步入新常态,新能源产业政策和形势不断变化,国内风电配额制、碳排放交易政策即将实施,电力体制改革持续深入,特别是能源互联网的兴起、大数据时代的来临,风电开发已经从传统的风电开发进入以实现能源价值为中心的定制化、个性化、科技化、服务化、市场化设置模式,开发建设流程必须不断的进行调整和优化,才能适应国家能源形势、电力体制改革和技术进步的新要求,从而不断提升风电场开发的质量和效益。本文结合中国大唐集团新能源股份有限公司风电场开发建设的流程,经过对已开发风电项目建设情况进行大量的调研、分析和总结,主要对投产项目开发的各个环节进行梳理,包括项目核准、微观选址、移交生产、优化设计、项目公司成立、设备招标和选型、生产准备、后评估等情况进行汇总,查找风场开发建设流程中存在的问题和不足,针对因流程不科学、部分环节缺失等需深化、细化和调整的环节进行逐一分析,找到管理、体制、技术和人才队伍建设等方面不合理的因素,剔除外在表象,寻求产生问题的线索和脉络,最终找到问题产生的主要症结,并针对性的提出优化实施原则及具体方案,并对方案的实施进行系统科学的梳理和构建,实现人、财、物和各项管理要素的有机融合和资源的合力配置,达到流程优化、简化的要求,并对流程优化调整后存在的风险进行有效的防控,确立流程优化方案实施的保障措施,以期进一步提升风电场开发建设的质量和效益,促进企业风电开发管理能力和效益的提升。
[Abstract]:The world energy structure has started from high carbonization to low carbonization and non carbonization evolution and development. With the low growth stage of global energy demand, developing countries have gradually become the center of world energy demand growth. More developed countries in the world have already identified energy low carbonization targets earlier, control greenhouse gas emissions and reduce coal In recent years, the pace of energy structure adjustment in China has been quickening. In recent years, the pace of energy structure adjustment in China has been accelerating, the annual growth of coal consumption has decreased significantly, the dependence of energy on external dependence is increasing, and the restriction of ecological environment protection to energy development is becoming stronger and stronger, and energy development has entered low growth, low increment and low carbonization. The new normal state of strict resource constraints, strict ecological constraints and strict environmental constraints will promote the energy production and consumption revolution, and accelerate the development of low carbon cycle to become an important strategy for national energy development. As an important new energy generation technology for the development of low carbonization, wind power, as an energy structure adjustment, has realized large-scale development in the world. During the "12th Five-Year", China's wind power developed rapidly, developed a large scale of wind power market, initially formed a core technology system with independent intellectual property rights, and appeared a batch of competitive equipment manufacturing. Enterprises and gradually to the international market. The development of everything has its necessary laws and historical process. At the same time, the rapid development of the wind power industry, we also realize that the domestic wind power industry development technology is still high, the quality of wind power equipment, the construction and operation management of wind farm construction and operation management system still needs to be improved. The more mature professional and technical personnel in the wind power industry are insufficient, including the wind power equipment manufacturing, the micro location, the wind field design and the development and construction of the standards are forming and perfecting the process. The support policy support of wind power industry tax, subsidy and so on, let the domestic more wind power drivers pay attention to the scale growth for a long time and to the wind power technology and economy. The whole life cycle benefit of the wind field, the continuous development of wind power lack of scientific understanding, the early development of the wind field, the optimization design level has not reached its due depth, the development of the wind farm and the construction management process, the process management and control still exist unscientific, the micro location, the optimization of the project design and so on, the efficiency of the development of the wind farm. In the future, the development of new energy industries, such as wind power, will still become an important area of world energy development. The Paris agreement reaffirms the control of global temperature rise at the end of this century at 2 centigrade. China has proposed that carbon dioxide should reach its peak in 2030, try to take part in global governance, try to control greenhouse gas emissions, and actively undertake international responsibility. It can be foreseen to achieve the target of 15% and 20% of non fossil energy consumption in 2020 and 2030, respectively, and the state will still accelerate the new energy industry such as wind power. As an important path to achieve the goal, how to improve the quality of the development of the wind power industry and realize the scientific and efficient development will still be an important proposition that the enterprises of wind power development must study.
