专利展示交易信息服务发布系统设计与实现

【摘要】:随着《国家知识产权战略纲要》的出台和展开,我国用于研发(RD)的经费支出以年均23%的速度增长,至2012已超过10000亿元。同时,我国知识产权的拥有量也不断扩大,2012年我国受理专利申请量超205万件,同比增长26%,创历史新高。专利授权量达125.5万件,,同比增长31%。截至2012年底,我国每万人口发明专利拥有量为3.23件,但我国专利技术运用转化的效果一直不是很理想,专利授权后可以实现产业化或交易流转的不到5%,多数专利因为信息渠道不通畅,供需意向无法自由对接与选择等原因,而处于闲置或面临被主动放弃权利的状况,从而形成了专利的高申请量和高授权量与低运用转化率的鲜明对比。 在这种现象中尤为突出体现的是一个具有极其特殊性的专利权个人(非职务专利发明人)群体。这类群体在我国目前已有数百万人,他们通常对于权属专利付出了极大的热情与辛劳,同时也对于其回报给予了极大的期盼,但事实却因除专利自身技术及产业化特性等问题外,由于前置信息渠道不通畅,没有公开的转化平台等问题,而造成的严重信息缺失,挫伤了该类群体的积极性甚至导致了部分可能引起不和谐的诱因。 本论文基于上述现状,针对市场中大量闲置、急待流转的专利及日益膨胀的专利交易需求,针对专利权个人(非职务专利发明人)为代表的市场参与主体在知识产权流转过程中所存在的展示、交易及增值服务等多项需求研究后,结合现有信息技术资源,搭建一个基于JavaEE结构搭建的提供集成服务,有利于提高专利交易信息资源利用率,降低开发和交易成本的网络信息服务系统。 本论文完成的主要工作包括:一、实现专利信息互联网上的自主上传,公开发布,通过资源汇集,搭建一个开放式的信息服务系统;二、通过信息初筛核查,为交易意向双方提供展示、交易的低门槛通道;三、针对卖方、买方不同主体需求而开发的信息发布展示功能,以保证不同对象信息采集的分类和高效。 系统采用B/S结构,选用Tomcat作为Web服务器,MySQL数据库,实现基于JavaEE架构的开发。本系统现已开发完成,经过实现测试基本满足实际应用需求。
[Abstract]:With the introduction and development of the National intellectual property Strategic outline, the expenditure on R & D in China has increased by 23% per year to more than 1 trillion yuan in 2012. At the same time, the number of intellectual property rights in China is also expanding. In 2012, China accepted more than 2.05 million patent applications, an increase of 26% over the same period last year, a record high. The volume of patent authorizations reached 1.255 million, an increase of 31% over the same period last year. By the end of 2012, the number of patents per 10,000 people in China was 3.23. However, the effect of patent technology application and transformation in China has not been very satisfactory. After patent authorization, less than 5% of them can realize industrialization or transaction flow. Most patents are left idle or faced with the condition of being voluntarily waived because of the lack of information channels, the lack of free docking and choice between supply and demand intentions, and so on. Thus forming a sharp contrast between high patent application and high license and low application conversion. In this phenomenon, a special patentee individual (non-duty patent inventor) is the most prominent. These groups, which have millions of people in our country at present, usually pay a great deal of enthusiasm and hard work to property rights patents, and at the same time give them a great deal of hope for their return. But the fact is that, apart from the problems of patent technology and industrialization characteristics, and because of problems such as the unobstructed front information channels and the lack of an open transformation platform, the serious information loss is caused by the fact that the patent has its own technology and industrialization characteristics. Discourages the enthusiasm of such groups and even leads to some possible discordant inducements. Based on the above situation, this paper aims at the large number of idle patents in the market, which are in urgent need of circulation and the ever-expanding demand for patent transactions. After studying the needs of the market participants represented by patent individuals (non-duty patent inventors) in the process of intellectual property transfer, such as display, transaction and value-added services, and combining with existing information technology resources, Building a network information service system based on Java EE structure, which can improve the utilization of patent transaction information resources and reduce the development and transaction costs. The main work of this paper includes: first, to realize the independent upload, public release, and build an open information service system through the collection of resources on the Internet of patent information; second, to check through the initial screening of information, Third, the information release and display function is developed to meet the needs of seller and buyer, in order to ensure the classification and efficiency of information collection of different objects. The system adopts the structure of B / S and Tomcat as the Web server to realize the development of MySQL database based on Java EE architecture. The system has been developed and tested to meet the practical application requirements.
