合资企业IT系统建设策略研究

【摘要】:改革开放以后,合资企业推动了我国汽车工业的发展。2008年的金融危机爆发后,在国家相关政策的带动下,我国一跃成为世界第一汽车产销大国,但是核心竞争力特别是核心技术和知识产权的缺失,使得汽车行业的整体实力仍远远落后于欧美日等汽车强国。随着产品生命周期的缩短、国内市场竞争的国际化、客户需求的个性化,汽车电子化的趋势这也使得汽车行业的信息化水平必然高于其他行业。在国内汽车制造业的IT系统建设中,合资企业又走在了前列。 但是合资企业的系统建设往往取决于中外双方对于IT建设主导权的博弈。有两种典型的IT建设模式,一是外方将其标准套件或系统移植到合资的工厂;一是以合资企业为主导,自主开发系统。这两种模式各有利弊,取决于合资双方的管控重点和优势,双方博弈的重点是那些IT系统风险较小,又能给企业带来战略效益的管理系统,都力争在IT系统建设上发挥自己的作用和优势,从而深化在合资企业中的影响力。 由于发达国家在理论技术和方法方面的先进性,外方给合资企业IT系统建设带来的是多方面的影响和作用。在质量方针方面,安全和环境受到更多的重视;在项目成本目标方面,更加注重IT项目绩效的综合性评价;在团队管理方面,注重团队构成的合理性,强调用户的参与;对需求和范围变更管理的规范性;在成本控制上的全面性和有效性。这些项目管理理念和方法极大的推动了合资企业IT系统的建设。 本文分为六个部分。第一部分分析了该选题的背景,对IT系统建设的原理和方法进行了综述,并总结了我国汽车行业信息化的情况。第二部分在描述合资企业总体的管控模式的基础上,总结了两种比较常见的IT系统建设模式,并分析了其优劣。第三部分从内外条件、质量方针和成本目标三方面总结了合资企业IT系统决策的因素。第四部分从项目团队、范围、成本和质量四个方面论述了项目管控的模式。第五部分从理论与实际的结合上,阐述了STW公司在乘用车基地IT系统建设上的总体目标、系统需求和实施策略以及“以我为主,整合资源,建设标杆”的IT系统建设思路。文章最后进行了全文总结,并提出了研究展望。
[Abstract]:After the reform and opening up, the joint venture has promoted the financial crisis of the development of China's automobile industry in.2008 years. Under the impetus of the relevant national policies, China has become the world's largest car production and marketing country, but the core competitiveness, especially the lack of core technology and intellectual property, makes the overall strength of the automobile industry still far behind. With the shortening of the life cycle of the products, the internationalization of the competition in the domestic market, the individualization of customer demand and the trend of automotive electronics, the information level of the automobile industry is bound to be higher than that of other industries. In the construction of the IT system of domestic automobile manufacturing industry, the joint venture is in the forefront.
But the system construction of the joint venture depends on the game between the Chinese and foreign parties on the construction of the dominant power of IT. There are two typical IT construction modes, one is that the foreign side transplants its standard suite or system to a joint venture factory; the first is the joint venture as the dominant and independent development system. These two models have their own advantages and disadvantages, depending on the management of the joint venture. The key points and advantages of the game are the small risk of the IT system and the management system which can bring the strategic benefit to the enterprise. All of them strive to play their own role and advantage in the construction of IT system, so as to deepen the influence in the joint venture.
Due to the advanced nature of the developed countries in theory and technology and methods, the foreign side has brought many influences and functions to the IT system construction of the joint venture. In the quality policy, the safety and the environment are paid more attention. In the project cost target, more attention is paid to the comprehensive evaluation of the performance of the IT project. The reasonableness of the composition of the heavy team emphasizes the participation of the users, the standardization of the management of demand and scope, the comprehensiveness and effectiveness of the cost control. The concept and methods of these projects have greatly promoted the construction of the IT system in the joint venture.
This article is divided into six parts. The first part analyzes the background of this topic, summarizes the principles and methods of the construction of IT system, and summarizes the information of the automobile industry in our country. The second part, on the basis of describing the overall management and control mode of the joint venture, summarizes two kinds of common IT system construction patterns, and analyses them. The third part summarizes the factors of the IT system decision of the joint venture from the three aspects of the internal and external conditions, the quality policy and the cost target. The fourth part discusses the project management and control mode from four aspects of the project team, the scope, the cost and the quality. The fifth part expounds the construction of the IT system in the passenger car base from the combination of the theory and the practice. The overall objectives, system requirements and implementation strategies, as well as the IT system construction ideas "taking me as the main part, integrating resources and building benchmarks" are proposed in this paper. Finally, the full text is summarized and the research prospect is put forward.
