现代种业发展战略下强化植物新品种保护的政策措施

【摘要】：加强植物新品种保护是发展现代种业、建设种业强国的重要支撑,也是实施国家知识产权战略,建设知识产权强国的重要内容。论文首先讨论了植物新品种保护与发展现代种业之间的内在联系,分析我国植物新品种保护目前存在的问题,提出应尽快完善植物新品种保护制度、加强植物新品种审查和测试的技术支撑体系、加强植物新品种保护宣传培训与引导,以及深化植物新品种保护的国际合作交流机制等政策措施。
[Abstract]:Strengthening the protection of new plant varieties is an important support for the development of modern seed industry and the construction of a powerful country in seed industry. It is also an important content of implementing the strategy of national intellectual property rights and building a powerful country of intellectual property rights. This paper first discusses the internal relationship between the protection of new plant varieties and the development of modern seed industry, analyzes the problems existing in the protection of new plant varieties in China, and puts forward that the protection system of new plant varieties should be improved as soon as possible. We should strengthen the technical support system for the review and testing of new plant varieties, strengthen the propaganda, training and guidance for the protection of new plant varieties, and deepen the mechanism of international cooperation and exchange for the protection of new plant varieties.
