产能过剩不等于产业衰退——以中国煤炭业为例

【摘要】：供给侧结构性改革作为引领经济发展新常态的主线,要在完成"三去一降一补"这五大任务的基础上,实现结构优化、转型升级,推动中国产业迈上中高端水平的战略目标。在转型升级的过程中,煤炭、钢铁、建材等产能过剩比较严重的领域是否会陷入产业衰退这一问题值得关注。文章以煤炭业为例,识别和预测其所处的产业生命周期阶段,研究表明,虽然出现产能过剩,但煤炭业并未进入产业衰退,供给侧结构性改革中的产业政策应进一步细化。
[Abstract]:The supply side structural reform as the main line to lead the economic development of the new normal, to complete the "three to drop a subsidy" of these five tasks, optimize the structure, transformation and upgrading, promote the strategic goal of Chinese industry to a high level. In the process of transformation and upgrading of coal, iron and steel, building materials, etc. whether serious overcapacity will fall into recession in the field of industry issues of concern. The coal industry as an example, the research shows that the identification and prediction of the industry life cycle stage, although the coal industry overcapacity, but did not enter the industry downturn, the supply side structural reforms in the industrial policy should be further refined.
