【摘要】:宁东煤化工基地作为自治区1号工程,承担着提振全自治区经济实力,优化煤炭利用价值,将资源优势转化成为经济优势,引进、掌握、提升、研发国际先进煤化工技术等重大职责。“又快又好”一直是基地建设发展的总体规划思路。神宁集团作为煤化工基地的主要建设力量,自2004年首个煤制甲醇项目建设起,便进入一个高速发展期。截至目前短短13年的时间,多个项目已建成投产。伴随着企业的高速发展,对人才的需求量越来越大,尤其是一线专业操作人员,需求数量庞大。按照企业人资管理“年轻化、知识化”的用人思路,人才培养成为企业发展的瓶颈问题。M企业作为神宁煤化工基地专业化公司之一,伴随基地项目的不断投产,员工数量急剧增加,为尽快满足各装置的生产需要,尽快培养出所需的技术操作人员,投入大量人力、物力构建了一套企业培训管理体系,每年又花费大量资金用于培训投入。但是新的问题又应运而生,企业构建了培训体系,不断增加培训的投入,耗费了大量成本,培训过后,是否给员工带来知识和技能的提高?是否给企业带来安、稳、长、满、优的生产运行态势?笔者通过对M企业现有培训管理体系运行效果的调研,借鉴同类型企业先进的培训方法和效果评估方法,力求通过科学有效的培训效果评估,找出现有培训管理体系在实施过程中存在的问题,从而提高M企业“三级四步”培训管理体系的运行效果,实现M企业在培训管理体系实施过程中的PDCA闭环管理。本论文主要分为七个章节进行阐述,分别是绪论、培训效果评估理论概述、M企业生产人员培训管理体系实施情况概述、M企业生产人员培训管理体系实施效果的评价、M企业培训管理体系运行过程存在的问题、优化M企业生产人员培训管理体系运行效果的建议、结论。首先本文简要地介绍了选题的背景和研究的目的与意义、国内外培训现状与培训评价理论研究现状;其次介绍了M企业生产人员培训管理体系实施概况。通过分析M企业培训管理体系的运行现状,发现其存在的问题并分析了问题产生的原因。明确了实施培训效果评价的必要性;最后介绍了为M企业生产人员培训管理体系制定的培训效果评价模型建立、方法选择、评价过程及评价结果,提出优化M企业生产人员培训管理体系运行过程的建议。本文的研究对煤化工行业人员培训管理,有着一定的参考作用和借鉴意义。

The author through investigation and Research on the operation effect of the existing training management system of M company from the evaluation method, the same type of training method and effect of advanced, through scientific and effective training evaluation, find the problems in the implementation process of training management system, from And improve the operation effect of M enterprise "three level Four" training management system, implementation of M enterprise implement PDCA closed-loop management in the process of training management system. This thesis is mainly divided into seven chapters, namely introduction, an overview of the theory of training effect evaluation system of production, personnel training management of enterprise M implementation overview effect of M, the production personnel training management system, training management system of M operation of the existing problems of enterprises, optimize the operation effect of training of production personnel management system of enterprise M suggestions, conclusion. Firstly, this paper briefly introduces the purpose and significance of the research background and the research status of evaluation theory, training status and training in China abroad; secondly introduces the M enterprise production personnel training management system. Through the analysis of the present condition of running situation of the implementation of the training management system of M company, find out the existing problems and analysis The cause of problems. The necessity of implementing the training effect evaluation; finally introduces the selection method for establishing evaluation, the development of M enterprise staff training management system training model, evaluation process and evaluation results, put forward to optimize the M production personnel training management system operation suggestions.
