国网辽宁公司电能服务管理平台项目综合评价研究

【摘要】:电力资源是清洁能源的一种,且电能资源在我国能源结构中所占的比例较大,电网企业在提高能源利用效率方面拥有巨大潜力。过去这些年以来,我国的电力供需态势变化较大,同时经济结构产生了一定的变化,第三产业的比重逐渐加大,在电网方面对于供电可靠性的要求也有了一定的提高。随着中国国民经济的高速发展和居民生活质量的不断提高,国家整体对电力的需求程度也愈发加强。能源占有量及结构方面,也凸显出了一定的问题,能源的人均占有量较低但消耗量巨大,因此能源问题已逐渐成为制约我国经济的重要因素之一。电能服务管理平台是是为政府等机构部门提供节能分析综合性管理平台,可以有效促进政府部门和社会用户的电能利用效率,具有重要的理论和实际意义。本论文以国网辽宁公司电能服务管理平台项目为例,结合项目的设计和运行的实际情况,通过综合评价方法进行研究分析,具体采用理论与实证分析相结合的研究方式,同时构建电能服务管理平台项目相关指标体系和综合评价模型,最后针对国网辽宁公司进行项目综合评价研究。论文具体从项目的实施过程、技术与财务、环境和社会影响和可持续性发展等四个方面进行评价,并依据电能服务管理平台项目实际建设情况,构建了国网辽宁公司电能服务管理平台项目综合评价指标体系;再而根据熵权法、Topsis理想点法的模糊综合评价法进行模糊综合评价,建立相关的评价模型,结合相关指标进行实证方面的分析。其中论文利用熵权法得出评价指标体系中各项指标的具体权重,再利用Topsis理想点法得到相应模糊矩阵,并按照模糊综合评价法对项目进行评判,最后得出部分与整体的得分情况。综合评价结果表明,国网辽宁公司电能服务管理平台项目在总体上是成功的,其实现了平台项目的预期目的,起到了良好的促进作用。
[Abstract]:Power resources are a kind of clean energy, and the power resources account for a large proportion of the energy structure in our country. Power grid enterprises have great potential to improve the efficiency of energy utilization. The situation of power supply and demand in our country has changed greatly, at the same time, the economic structure has changed to a certain extent, and the proportion of the tertiary industry has gradually increased. With the rapid development of China's national economy and the continuous improvement of the quality of life of the residents, the requirements for the reliability of power supply have also been raised to a certain extent. The demand for electricity in the country as a whole is also increasing. In terms of energy consumption and structure, some problems have been highlighted. The per capita share of energy is low but the consumption is huge. Therefore, the energy problem has gradually become one of the important factors restricting the economy of our country. The electric energy service management platform is a comprehensive management platform for energy conservation analysis for the government and other institutions. It is of great theoretical and practical significance to promote the efficiency of electric energy utilization of government departments and social users. This paper takes the power service management platform project of Liaoning Company of National Network as an example, combined with the actual situation of the design and operation of the project. Through the comprehensive evaluation method to research and analysis, the specific use of theoretical and empirical analysis of research methods, at the same time build a power services management platform project related index system and comprehensive evaluation model. Finally, the comprehensive evaluation of the project is carried out for Liaoning Company. The paper evaluates the project from four aspects: the implementation process of the project, the technology and finance, the environmental and social impact and the sustainable development. According to the actual construction of the power service management platform project, the comprehensive evaluation index system of the power service management platform project of Liaoning State Network Company is constructed, and the fuzzy comprehensive evaluation method based on the Topsis ideal point method is used to carry out the fuzzy comprehensive evaluation according to the entropy weight method and the Topsis ideal point method. The relevant evaluation model is established, and the empirical analysis is carried out according to the relevant indicators. The paper uses entropy weight method to get the specific weights of the indexes in the evaluation index system, and then obtains the corresponding fuzzy matrix by using the Topsis ideal point method. And according to the fuzzy comprehensive evaluation method to judge the project, finally get part of the score and the overall situation. The comprehensive evaluation results show that the power service management platform project of Liaoning power network company is successful on the whole. It has realized the platform project anticipated goal, has played the good promotion function.
