【摘要】:煤炭企业的工作环境恶劣,工作范围广阔,工作程序繁多,企业员工的整体素养不高,且矿井下“危机四伏”,对于煤炭企业来说,仅仅通过安全技术保证企业人员的生命财产安全是远远不够的,煤炭企业员工还需要较高的安全意识和合格的安全行为,想要让员工自主地接受企业的安全管理政策,全面的掌握理解各种安全技能,充分认识到生产过程中的危险源,企业安全文化氛围的塑造,安全文化体系的建设至关重要,从文化的“软实力”角度“催化”企业员工的安全意识、安全心理甚至于安全行为。企业安全文化对于企业和企业员工来说,是他们共同的安全价值观,只有在观念和精神状态上保持一致,才能够达到“上行下效”的效果,安全管理的工作才能够真正的落实到位。企业安全文化建设的实施主体是人,而人是独立的具有自主能动性的个体,受环境和他人的影响,所展现出的行为具有复杂多变的特性。而诸多个体构成整个企业系统,展现整体性行为。越来越多的专家学者们逐渐向企业安全文化建设的系统性和综合性方面研究,企业安全文化的理论模型也越来越复杂,本文认为,企业作为一个复杂的大系统,存在着内外两种环境的制约和牵制,运用系统分析的相关理论探索企业安全文化建设的过程,可以更好地帮助企业对自己的安全文化建设进行定位,从而“对症下药”,实施适合企业现阶段的有效措施和政策,促进企业安全文化的建设。本文依据系统分析的方法提出了安全文化的新定义,并对安全文化结构层次进行了系统性地、横纵向分析,提出了基于马斯洛需要层次理论的安全文化建设时间结构层次,同时本文依据山西阳城阳泰集团伏岩煤业的发展现状和企业安全文化理念及其安全理论基础,提出了伏岩煤业“3690”安全文化体系,为企业安全文化的发展和升华提供了坚实的理论基础。
[Abstract]:The working environment of coal enterprises is poor, the scope of work is wide, the working procedures are various, the overall literacy of the employees of the enterprises is not high, and the coal mines are under "crisis everywhere". For coal enterprises, It is far from enough to guarantee the life and property safety of enterprise personnel only through safety technology. The employees of coal enterprises also need higher safety consciousness and qualified safety behavior. They want to let the employees accept the safety management policy of the enterprise independently. Fully grasp and understand all kinds of safety skills, fully realize the dangerous sources in the production process, mold the enterprise safety culture atmosphere, and build the safety culture system. From the angle of "soft power" of culture, "catalyze" the safety consciousness, the safety psychology and even the safety behavior of the enterprise staff. The enterprise safety culture is the common safety value for the enterprise and the enterprise staff. Only by keeping the same idea and spirit, can we achieve the effect of "doing better and effecting", and the work of safety management can really be carried out in place. The main body of the construction of enterprise safety culture is human. And people are independent individuals with independent initiative, influenced by environment and others, showing complex and changeable behavior. And many individuals constitute the whole enterprise system, More and more experts and scholars are gradually studying the systematic and comprehensive aspects of the construction of corporate safety culture, and the theoretical model of corporate safety culture is becoming more and more complex. As a complex large system, enterprises are restricted and restrained by both internal and external environments. The process of enterprise safety culture construction is explored by the relevant theories of system analysis. It can better help enterprises to position themselves for the construction of their own safety culture, thus "taking the right medicine for the case" and implementing effective measures and policies suitable for the present stage of the enterprise. In this paper, a new definition of safety culture is put forward according to the method of systematic analysis, and the structural level of safety culture is analyzed systematically, horizontally and longitudinally. This paper puts forward the time structure level of safety culture construction based on Maslow's hierarchy of needs theory. At the same time, according to the present situation of the development of Yangtai coal industry in Yangtai Group of Shanxi Province and the concept of enterprise safety culture and its safety theory basis, The "3690" safety culture system of Fuyan coal industry is put forward, which provides a solid theoretical basis for the development and sublimation of enterprise safety culture.
