基于系统动力学的沈阳市装备制造业创新驱动系统优化研究

【摘要】:“装备制造业”这个概念是中国独有的,最早出现于1998年的中央经济工作会议。装备制造业是国民经济各部门发展和国家安全需要的重要支撑产业,是整个工业之本,产业推进,装备先行。东北作为中国装备制造业发展的摇篮,在东北区域经济的发展过程中占据着极为重要地位。沈阳是东北老工业基地的重要组成部分,装备制造是沈阳的城市DNA,即沈阳拥有悠久的装备制造历史和雄厚的装备制造基础,为将沈阳打造成全国“中国制造2025”的先行区奠定坚实基础。“中国制造2025”强调智能制造,以科技创新为基点,以高科技人才为支撑。紧扣当前产业结构大调整和东北老工业基地振兴第二季的热点问题,沈阳市装备制造业提高创新能力,留住人才,发挥殷实的基础条件优势,实施创新驱动,向智能制造发展是大势所趋。创新驱动发展战略是党的十八大做出的重大战略抉择,明确提出:科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。沈阳市具有良好的创新基础,创新驱动是沈阳市发展的新一轮经济增长点的动力来源。作为国家重要的装备制造业基地,沈阳市装备制造业定是实施创新驱动的高地。克服体制机制弊端,突破旧的思想观念,推动沈阳市装备制造业由投资驱动阶段全面进入创新驱动阶段,依托“中国制造2025”规划和沈阳市“中国制造2025”顶层设计,探寻沈阳市装备制造业创新驱动的优化系统具有重大意义。本文运用系统动力学方法,结合创新驱动四要素螺旋模型,构建了沈阳市装备制造业创新驱动系统动力学模型,模型包括市场需求子系统、创新投入子系统、创新效率子系统、创新质量子系统,且以此确定了系统边界。通过对模型系统内变量的反馈关系分析,形成因果回路图,加入辅助变量和常数变量,构建系统流图,写出变量方程,并对模型进行有效性检验。利用Vensim PLE对模型进行仿真模拟,结果发现新产品销售收入和装备制造业主营业务收入对投入比例、产学研合作强度、国外市场增长率比较敏感;财政支出、税收优惠等外部政策对装备制造业创新驱动发展的影响并不是很明显;装备制造业合理的产业结构,比如减少国有及国有控股比例,有利于装备制造业创新驱动发展。在此基础上,本文提出以下对策建议:积极开拓和挖掘装备制造业的国际市场需求;建立和完善装备制造业的创新投入体系,培育装备制造业创新文化,建立系统化的装备制造业人才激励机制,完善装备制造业的资金支撑体系;多元化提高装备制造业的创新效率,加快装备制造业集群建设,完善装备制造业产学研合作机制,加强政策支持和引导装备制造业的作用;强化装备制造业的创新驱动质量,提升装备制造业品牌知名度,加强装备制造业知识产权保护。
[Abstract]:The concept of "equipment manufacturing" is unique to China and first appeared at the Central Economic work Conference in 1998.Equipments manufacturing industry is an important supporting industry for the development of various sectors of the national economy and the needs of national security, and is the foundation of the entire industry. As the cradle of the development of China's equipment manufacturing industry, the Northeast occupies an extremely important position in the development of the northeast regional economy. Shenyang is an important part of the northeast old industrial base. Equipment manufacturing is the city DNA of Shenyang, that is, Shenyang has a long history of equipment manufacturing and a strong foundation of equipment manufacturing, which lays a solid foundation for building Shenyang into a leading zone of "made in China 2025". "made in China 2025" emphasizes intelligent manufacturing. Based on scientific and technological innovation and supported by hi-tech talents, Shenyang's equipment manufacturing industry will improve its innovation ability and retain talents by closely following the hot issues of the current industrial structure adjustment and the revitalization of the old industrial base in Northeast China in the second quarter. It is the trend of the times to give full play to the advantages of solid basic conditions, to implement innovation-driven and to develop into intelligent manufacturing. The strategy of innovation-driven development is a major strategic choice made by the 18th National Congress of the Communist Party of China. It is clearly pointed out that scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength, and must be placed at the core of the overall situation of national development. As an important national equipment manufacturing base, the equipment manufacturing industry in Shenyang is the highland where innovation drive is implemented to overcome the drawbacks of the system and mechanism. Breaking through the old ideas and pushing Shenyang's equipment manufacturing industry from investment-driven stage to innovation-driven stage, relying on the "made in China 2025" plan and Shenyang "made in China 2025" top-level design, It is of great significance to explore the optimization system of innovation drive in Shenyang equipment manufacturing industry. This paper uses the system dynamics method and combines the helical model of four elements of innovation drive to construct the dynamic model of innovation driving system of equipment manufacturing industry in Shenyang. The model includes market demand subsystem, innovation input subsystem, innovation efficiency subsystem and innovation quality subsystem. Add auxiliary variable and constant variable, construct system flow diagram, write out variable equation, and test the validity of the model. Use Vensim PLE to simulate the model. The results show that the new product sales income and the main business income of the equipment manufacturing industry are sensitive to the ratio of input, the intensity of cooperation between industry, university and research, and the growth rate of foreign market. The impact of external policies, such as tax preferences, on the innovation-driven development of the equipment manufacturing industry is not obvious; the rational industrial structure of the equipment manufacturing industry, such as reducing the proportion of state-owned and state-controlled enterprises, On the basis of this, this paper puts forward the following countermeasures and suggestions: actively developing and excavating the international market demand of equipment manufacturing industry, establishing and perfecting the innovation input system of equipment manufacturing industry, Cultivate the innovation culture of equipment manufacturing industry, establish a systematic talent incentive mechanism of equipment manufacturing industry, perfect the fund supporting system of equipment manufacturing industry, diversify the innovation efficiency of equipment manufacturing industry, speed up the construction of equipment manufacturing industry cluster, Improve the cooperation mechanism of equipment manufacturing industry, strengthen the role of policy support and guide equipment manufacturing industry, strengthen the innovation driving quality of equipment manufacturing industry, enhance the brand awareness of equipment manufacturing industry, and strengthen the intellectual property protection of equipment manufacturing industry.
