供给侧结构性改革视角下传统制造业现状与转型对策研究

【摘要】：基于我国宏观经济现实背景,中央适时提出供给侧结构性改革战略举措,明确了我国供给侧结构性改革以结构性减负、供需协同传导机制构建、经济结构调整、经济发展方式转型为核心的内涵。本文将传统制造业转型作为我国供给侧结构性改革落脚点,通过对全球制造业发展趋势分析,指出我国制造业在劳动力成本、制度性成本、税费成本、汇率成本、资源成本等方面比较优势逐渐丧失。基于政府、制造业两个主体维度,从供给侧结构性改革视角提出传统制造业转型升级五大对策:降低制度性成本,理顺市场价格传导关系;规范地方政府行为,发挥市场配置资源作用;理清政府与企业关系,降低企业负担;加大创新投入,转变传统制造业发展方式;改善供给结构,提高制造业发展水平。
[Abstract]:Based on the realistic background of China's macro economy, the central government has put forward the strategic measures of supply-side structural reform in good time. It is clear that the supply-side structural reform is based on structural reduction of burden, construction of supply-demand synergistic conduction mechanism and adjustment of economic structure. The transformation of economic development mode is the core connotation. This paper regards the transformation of traditional manufacturing industry as the foothold of supply-side structural reform of our country. By analyzing the development trend of global manufacturing industry, this paper points out that the manufacturing industry of our country is in labor cost, institutional cost, tax cost, exchange rate cost. Cost of resources and other aspects of comparative advantage is gradually lost. Based on the two main dimensions of government and manufacturing industry, this paper puts forward five countermeasures for the transformation and upgrading of traditional manufacturing industry from the perspective of supply-side structural reform: reducing institutional costs, straightening out the market price transmission relationship, standardizing the behavior of local governments. Give play to the role of market allocation of resources; clear the relationship between the government and enterprises, reduce the burden of enterprises; increase innovation investment, change the traditional mode of manufacturing development; improve the supply structure, improve the level of manufacturing development.
