宁夏宁东地区自动抄核一体系统的优化

【摘要】:随着我国电力行业自动化抄表核算项目的研究工作步入尾声,各地的推广普及工作也如火如荼的展开,自动化抄核一体系统的出现正好解决了电力企业的燃眉之急,由于各地供电部门深化两网改造工作以及“一户一表”制工作的逐步推进,用户电能表数量激增,电力部门管辖的电能计量设备也越来越多,覆盖的范围也越来越广,直接导致手工抄表、核算工作量的迅速增加。利用现代化的技术手段实现各种用户表计的自动抄录、复核、发行等工作就变得极为重要,自动化系统的出现既缓解了电力企业逐步增加的工作量与人员紧缺的矛盾,又提高了电能数据管理的科学性、先进性。与此同时,自动抄核一体系统的推行也带来了一系列的问题,一方面系统针对不同性质的电力用户缺乏相对应的复核规则,过于繁冗统一的复核规则筛选出大量无异常的异常工单,不仅没有降低工作量,反而增加了人工工作量;另一方面处于宁夏与陕西两省交界处的部分用户,由于农村地区两省移动信号存在盲点,致使上行通道通过移动GPRS传输受阻,降低了自动化电能采集率及电费发行率,影响了自动抄核一体化系统优势的发挥。论文正是在此背景下,通过对宁夏宁东地区自动抄表核算一体化系统从上线到正常运行整个过程的分析,包括对抄表计划、提取表码、抄表复核、电费计算和复核以及发行等各个环节加以分析,逐个寻找提高自动化电费发行率的关键因素,最终通过对抄表流程和电费核算流程的优化,提高了自动抄核一体系统的发行率,减少了大量的人力物力消耗,大幅提高了应收电费的审核发行效率和质量,在时间节点上保障了电费结算发行及时率,有力助推了大营销精益化管理、信息化建设,最终实现电费抄核收工作规范化、集约化、自动化、智能化的全面发展。
[Abstract]:With the end of the research work of the automatic meter reading and accounting project in the electric power industry of our country, the popularization and popularization work in various places is also in full swing. The appearance of the integrated system of automatic reading and nuclear reading has solved the urgent need of the electric power enterprises. As local power supply departments deepen the transformation of the two networks and the "one-household, one-meter" system is gradually advancing, the number of consumer watt-hour meters has increased dramatically, and more electric energy metering devices are under the jurisdiction of the power sector, and the scope of coverage is becoming wider and wider. Direct results in manual meter reading, the rapid increase in accounting workload. The use of modern technical means to realize the automatic copying, checking and issuing of various user meters becomes extremely important. The appearance of the automation system not only alleviates the contradiction between the increasing workload of electric power enterprises and the shortage of personnel, It also improves the scientific nature and advanced nature of electric energy data management. At the same time, the implementation of the automatic nuclear reading system has also brought a series of problems. On the one hand, the system lacks the corresponding review rules for different power users. The excessively redundant and unified review rules have screened out a large number of unabnormal abnormal work orders, which not only do not reduce the workload, but increase the manual workloads; on the other hand, some users are located at the border between Ningxia and Shaanxi provinces. Because of the blind spot of mobile signal in two provinces in rural areas, the uplink channel is blocked through mobile GPRS transmission, which reduces the automatic power acquisition rate and the electricity distribution rate, and affects the advantage of the integrated system of automatic nuclear reading. It is under this background that the paper analyzes the whole process of the integrated system of automatic meter reading and accounting in Ningxia and Ningdong area from line to normal operation, including the plan of meter reading, the extraction of meter code, and the check of meter reading. Through the analysis of various links, such as the calculation and review of electricity charges as well as the issue, the key factors to improve the automatic electricity distribution rate are searched one by one. Finally, through the optimization of the meter reading process and the electricity charge accounting process, the distribution rate of the automatic nuclear reading system is improved. It has reduced a large amount of manpower and material resources consumption, greatly improved the efficiency and quality of the audit and issuance of electricity receivable, guaranteed the timely rate of electricity bill settlement and issuance at the time node, and has helped to promote the great marketing lean management and information construction. Finally, the overall development of standardization, intensification, automation and intelligence is realized.
