县域城镇工程建设安全监管水平提升研究

【摘要】：随着现代化的建设,建筑行业已成为国民经济的重要支柱,建筑工程的安全生产成为人民生产活动的重中之重。“推进城镇化”是十八大上提出的解决当前时期一些制约经济发展问题的重要手段。随着城镇化的急速发展,个别地区由于建设和监管的经验和技术力量的不足,导致了项目工程质量安全状况不佳,事故频发,在县域城镇内问题尤为突出,因此,改善县域城镇工程建设的安全状况成为我国县域城镇发展的关键性问题。本文概述了国内县域城镇项目的安全状况,并通过实际事故案例及典型建设项目调研详细分析了广西壮族自治区内县域城镇建设中所存在的安全隐患及应对方案。同时,具体介绍了国内、发达地区以及广西壮族自治区的安全监管模式,并对我国建设工程安全监管现状进行了阐述和剖析。详细分析了县域城镇项目的建设特点、建设过程中的政府部门在监管和服务方面的安全职责以及参建企业的履职状况。强调了建设过程中全程控制的理念,并针对各部门和参建企业的履职情况提出了提升县域城镇项目安全状况的方法,并基于对自治区内建筑行业的问卷调查数据的分析,提出了相关建议。根据已有调查和研究结果,本文对主管部门及参与部门分别起草了《农村住房建设安全管理办法》、《关于进一步提升我区县域建设工程质量安全水平的指导意见》、《建设工程安全文明施工费使用管理细则》、《关于加强教育、卫计基建项目建设监管的实施意见》等四项文件,对提升县域城镇工程建设安全监管水平具有重要意义。
[Abstract]:With the development of modernization, the construction industry has become an important pillar of the national economy. "promoting urbanization" is an important means to solve some problems of restricting economic development in the 18 ~ (th) National Congress. With the rapid development of urbanization, because of the lack of experience and technical force of construction and supervision in individual regions, the quality and safety of project projects are not good, accidents occur frequently, and the problems are especially prominent in counties and towns. Improving the security situation of county urban construction has become a key issue in the development of county towns in China. This paper summarizes the safety situation of county town projects in China, and analyzes in detail the hidden dangers and countermeasures in the construction of county towns in Guangxi Zhuang Autonomous region through actual accident cases and typical construction projects. At the same time, it introduces the safety supervision modes in China, developed regions and Guangxi Zhuang Autonomous region, and expounds and analyzes the present situation of safety supervision in construction projects in China. This paper analyzes the construction characteristics of county urban projects, the safety responsibilities of government departments in supervision and service and the status of participating enterprises in the construction process. This paper emphasizes the concept of the whole process control in the construction process, and puts forward the methods to improve the safety status of the county urban projects according to the performance of the duties of the various departments and participating enterprises, and based on the analysis of the questionnaire survey data of the construction industry in the autonomous region, Some suggestions are put forward. Based on the results of existing surveys and studies, In this paper, the competent departments and participating departments have drafted the "measures for the Safety Management of Rural Housing Construction", the "guiding opinions on further improving the quality and Safety level of Construction projects in our region", and the "Construction cost of Construction Engineering Safety and Civilization" Use of the Administrative rules, "on strengthening Education," Opinions on the implementation of Supervision over the Construction and Supervision of the Construction of the Capital Construction Project of Wei Ji. Four documents are of great significance to the improvement of the level of safety supervision in the construction of urban engineering in the county area.
