车牌供给政策及其“补短板”:自八城市观察

【摘要】:车牌的特许权资产属性是车牌供给政策的关键理论依据。政府供给、市场供给以及政府与市场双重供给模式,是车牌等特许权供给政策的可选模式和理论因由。1986~2017年国内车牌供给政策不断完善,既有一定成效,又存在改进空间。新加坡、东京等地的车牌供给政策制定、市场配置手段应用及实践经验值得我国借鉴。完善特大城市车牌供给机制,应构建特大城市车牌供给与交易机制,实现一级市场增量车牌供给与二级市场存量车牌交易的有机结合,合理制定相关配套政策。
[Abstract]:License plate concession property is the key theoretical basis of license plate supply policy. Government supply, market supply and the dual supply mode of government and market are the optional mode and theoretical reason of license plate supply policy. 1986-2017 domestic license plate supply policy is constantly improved, which has some effect and room for improvement. The application of license plate supply policy, market allocation and practical experience in Singapore and Tokyo are worthy of our country's reference. In order to perfect the supply mechanism of license plate in megacities, we should construct the supply and transaction mechanism of license plate in megacities, realize the organic combination of the increment of license plate supply in the primary market and the stock license plate trading in the secondary market, and rationally formulate the relevant supporting policies.
