大唐新能源安塞王家湾风电项目后评价研究

【摘要】:随着我国风力发电事业的发展与改革,风电工程项目后评价工作引起了包括国资委、发改委以及业主的高度重视。与此同时,如何科学地对风电工程项目进行后评价,成为摆在电力研究、咨询机构以及设计单位面前的一个重要课题。建立和完善风电建设工程项目后评价理论体系也由此成为其后评价工作的关键所在。本文在阐述后评价基本理论和方法的基础上,确定了风电工程项目后评价的主要内容。以大唐新能源安塞风电项目为具体研究对象,对大唐新能源安塞王家湾风电项目建设过程和运营、电网友好型与CDM(清洁能源发展机制碳排放交易)、经济效益、持续性与影响分别进行了评价。最后,建立了风电工程项目后评价指标体系,采用逻辑框架法和成功度法进行了综合性评价。评价结果表明,大唐新能源安塞风电项目生产运行稳定、项目的财务盈利能力较好,具有显著环保效益,项目所在区域风资源极为丰富,具有良好的可持续发展能力。本文研究总结了风电建设项目后评价中的经验教训,进而为今后的投资决策提供支撑。
[Abstract]:With the development and reform of wind power generation in China, the post evaluation of wind power project has attracted great attention from the SASAC, NDRC and owners. At the same time, how to scientifically carry on the post evaluation of wind power engineering project has become an important subject in front of electric power research, consulting organization and design unit. Establishing and perfecting the theory system of post-evaluation of wind power construction project has become the key of post-evaluation. On the basis of expounding the basic theory and method of post evaluation, the main contents of post evaluation of wind power project are determined in this paper. Taking Datang new energy Ansai wind power project as the specific research object, the construction process and operation of Datang new energy Ansai Wangjiawan wind power project, grid friendly and CDM (Clean Energy Development Mechanism carbon Emission Trading), economic benefits, Sustainability and impact were evaluated. Finally, the evaluation index system of wind power project post-evaluation is established, and the comprehensive evaluation is carried out by using logical frame method and success degree method. The evaluation results show that the new energy Ansai wind power project of Datang has stable production and operation, good financial profitability, remarkable environmental protection benefit, abundant wind resources and good sustainable development ability in the area where the project is located. This paper summarizes the experience and lessons in the post evaluation of wind power construction project, and provides the support for the investment decision in the future.
