北京市工业布局优化调整的战略思考

【摘要】：随着京津冀协同发展深入推进和非首都功能疏解进程加快,北京市工业布局优化调整正面临前所未有的历史机遇,需要从京津冀和全市两个层面统筹谋划、寻求突破。在京津冀区域层面,北京市工业布局要突出区域协作主线,着力构建"一核、三带、四心"区域新棋局;在市域层面,北京市工业布局要以中关村国家自主创新示范区为主体,着力形成"两城出新、三核驱动、多点支撑"发展新格局。通过完善相关政策和创新体制机制优化调整工业布局,北京市可以为构建"高精尖"经济结构提供更多的发展空间。
[Abstract]:With the development of cooperation between Beijing, Tianjin and Hebei, the optimization and adjustment of industrial layout in Beijing is facing unprecedented historical opportunities. It is necessary to plan and seek a breakthrough from the two levels of Beijing, Tianjin and Hebei and the whole city. In the area of Beijing, Tianjin and Hebei, the industrial layout of Beijing should highlight the main line of regional cooperation and focus on Constructing "the main line of regional cooperation". One core, three belt, four heart "regional new chess game", in the city level, Beijing industrial layout should take Zhongguancun national independent innovation demonstration area as the main body, and focus on the formation of "two cities out of new, three nuclear drive, multi point support" to develop new pattern. Through improving the relevant policies and innovation system mechanism to optimize and adjust industrial layout, Beijing can build "high precision" The economic structure provides more space for development.
