深圳市小汽车限购政策实施后的问题研究

【摘要】:2014年12月29日,深圳宣布实行小汽车限购限行政策。政策实施至今,已有两年,现如今政策是否达到了控制机动车数量,缓解大气环境污染的目的初衷?社会民众、汽车经销商以及政府部门对政策实施又有怎样的评价?政策实施存在哪些问题?又当如何改进?这些都值得我们开展调查与分析。本文研究方法为问卷调查与人物访谈。一是设置问卷调查,目的在于了解深圳市民对深圳市小汽车限购政策的认知度与认可度,以及他们认为的政策实施存在哪些问题。二是人物访谈,目的在于了解政府部门及汽车经销商认为的政策实施存在哪些问题。在展现深圳市小汽车限购政策实施效能后,笔者基于所做的调查问卷及人物访谈,从三个主体维度分别列明了政策实施后存在的问题并开展原因分析。从深圳市民的角度,认为政策主要存在侵犯居民自由交易权益,消费者购车成本增加,以及由于政策设置不合理产生的摇号久摇不中,竞拍价格持续攀升等问题。从汽车经销商的角度,认为政策主要存在导致4s店生存面临窘境,深圳车市交易秩序紊乱、新能源等节能环保车型销售遇冷等问题。从政府的角度,认为政策主要存在执行难度加大,突袭引发诚信危机等问题。最后,本文根据发现的问题针对性地提出了政策完善建议,主要为:建立健全政策立法、完善现有指标体系、强化政策效应宣传、综合交通拥堵治理、政策支持车行转型5项政策建议。
[Abstract]:On December 29, 2014, Shenzhen announced the implementation of the car purchase restriction policy. It has been two years since the implementation of the policy. Now, has the policy achieved the purpose of controlling the number of motor vehicles and alleviating the air pollution? How does the public, car dealers and government departments comment on the implementation of the policy? What are the problems in policy implementation? And how to improve it? These are worthy of our investigation and analysis. The research method of this paper is questionnaire survey and character interview. The first is to set up a questionnaire survey, the purpose of which is to understand the Shenzhen residents' recognition and acceptance of the policy of restricting the purchase of cars in Shenzhen, as well as what problems they think exist in the implementation of the policy. Secondly, the purpose of the interview is to find out what problems exist in the policy implementation of government departments and auto dealers. After showing the effectiveness of the implementation of the car purchase restriction policy in Shenzhen, the author, based on the questionnaire and personage interviews, lists the problems and causes of the policy from three main dimensions. From the point of view of Shenzhen citizens, it is believed that the policy mainly infringes on the residents' rights and interests of free trade, increases the cost of buying cars by consumers, and the price of bidding continues to rise because of unreasonable policy setting. From the point of view of automobile dealers, it is believed that the main problems of the policy are that 4s shops are facing difficulties in their survival, the order of the car market in Shenzhen is in disorder, and the sales of energy-efficient and environment-friendly models such as new energy sources are not as expected. From the point of view of the government, it is believed that the implementation of the policy is more difficult and the raid leads to the credit crisis. Finally, according to the problems found, the paper puts forward some suggestions for improving the policy, such as establishing and perfecting the policy legislation, perfecting the existing index system, strengthening the propaganda of the policy effect, and managing the traffic congestion synthetically. The policy supports five policy recommendations for auto industry transformation.
