供给侧结构性改革背景下山东地方炼油企业发展前景研究

【摘要】：在供给侧改革背景下,山东地方炼油企业作为我国传统传能过剩行业,越来越不能满足于市场经济发展的需要,社会上对于低级的、原始的石油炼化产品的需求越来越低,对于高附加值、高技术含量、清洁环保的炼化产品的需求日益扩大。然而,传统的炼化企业为市场提供的产品仍旧以低级的、原始的石油炼化产品为主。高端的产品不能生产、或产能严重不足,低端的产品却产能严重过剩。因此山东省地方炼化行业积极进行供给侧结构性改革,去除无效供给,创造创新有效供给,迫在眉睫。本文从山东省地方炼化行业发展历程和现状出发,介绍了山东省地方炼化行业在产业在供给侧改革背景下的优势、劣势及存在的问题,剖析了影响山东地方炼油企业健康持续发展的主要因素,从理论和实践两方面对山东地方炼油企业产能过剩及供给侧结构性改革进行研究。结合我国供给侧结构性改革的背景及原油进出口改革的政策,提出淘汰落后产能,缩减无效供给;调整原料结构,发展清洁油品;支持骨干企业,努力做大做强;加大科研创新,提升技术水平;调整产业布局,优化产业结构等转型发展路径。同时提出相关保障,促进山东地方炼油企业行业健康可持续发展,以供生产者、消费者、政府监管部门借鉴。
[Abstract]:Under the background of supply-side reform, local oil refining enterprises in Shandong Province, as the traditional energy transfer excess industries in China, are increasingly unable to meet the needs of the development of market economy, and the demand for low-level and primitive petroleum refining products is getting lower and lower in society. For high-value, high-tech, clean and environmental-friendly refining and chemical products demand is increasing. However, the products supplied by traditional refineries to the market are still low-grade, primitive petroleum-refining products. High-end products can not be produced, or a serious shortage of capacity, low-end products but serious overcapacity. Therefore, it is urgent for Shandong local refining and chemical industry to carry out supply-side structural reform, eliminate ineffective supply and create innovative and effective supply. Based on the development history and present situation of local refining and chemical industry in Shandong Province, this paper introduces the advantages, disadvantages and problems of local refining and chemical industry in Shandong Province under the background of supply-side reform. This paper analyzes the main factors influencing the healthy and sustainable development of Shandong local oil refining enterprises, and studies the overcapacity and supply-side structural reform of Shandong local oil refining enterprises from the aspects of theory and practice. Based on the background of supply-side structural reform and the policies of crude oil import and export reform, this paper proposes to eliminate backward production capacity, reduce ineffective supply, adjust raw material structure, develop clean oil products, support backbone enterprises, and strive to become bigger and stronger. Increase scientific research innovation, improve technological level, adjust industrial layout, optimize industrial structure and other transformation and development path. At the same time, this paper puts forward the relevant guarantee to promote the healthy and sustainable development of Shandong local oil refining enterprises, which can be used for reference by producers, consumers and government regulators.
