【摘要】：金融是经济的造血机和输血器。安徽是发展中省份,正在经历从经济大省向经济强省的历史性跨越,金融发展在安徽经济崛起中具有举足轻重的推动作用。在国际金融危机影响尚未消除、国际经济形势日趋复杂、金融风险隐蔽多变的背景下,肩负着加快发展和加速转型的双重使命的安徽却迎来了金融业发展“逆势上扬”的战略机遇期。工业化、信息化、城镇化和农业现代化的加速推进,消费结构加快升级,持续投入效应不断释放；皖江城市带承接产业转移示范区、合芜蚌自主创新综合试验区和国家技术创新工程试点省建设的扎实推进,皖北、大别山、皖南等地区的加快发展,都蕴含巨大的金融服务需求,为金融业加快发展提供了强大的动力和广阔的空间。选择正确的发展路径,加快金融发展与改革的步伐,更好地为全省经济和社会建设服务,推动全省产业转型升级,加快建成小康社会,至关重要。积极把握机遇,坚定发展信心,更加自觉地加快转变经济发展方式,切实把应对挑战的过程变成苦练内功、提升素质的过程,抓住金融机构、金融业务、金融结构、金融服务、金融保障等五大重点,扎实推进国家金融、地方金融、民间金融和直接融资快速发展,大幅提升金融业对全省国内生产总值的贡献率,使经济在转型升级中保持又好又快发展的良好势头,实现安徽经济加速崛起,是安徽金融业发展路径的现实选择。因此,安徽需要以金融扩张和制度创新为契机,以金融多元化和大幅提升核心竞争力为基本立足点,加大体制机制创新力度；需要强力推进现代银行制度建设,扩大金融规模,优化金融结构,深化金融创新,提高金融效率；需要推进农村合作金融机构改革,增强资本实力,改善股权结构,加快形成农村银行体系；需要大力培育资本市场,继续扩大直接融资,不断壮大金融资本；需要积极发展民间金融,加强指导,合理布局,放宽准入,加强监管；需要进一步优化金融生态环境,促进地方金融业全面发展,为安徽经济持续快速发展提供源源不断的资本动力。本课题旨在对安徽金融业未来发展进行前瞻性研究,着重分析与经济周期密切相关的金融发展机遇与发展战略,提出安徽金融业加快发展的现实路径与政策举措,为推进安徽向金融强省、经济强省迈进提供决策参考。

To seize the opportunity, strengthen the development of confidence more consciously, accelerate the transformation of economic development, and the response to the challenge into hard skills, improve the quality of the process, to seize the financial institutions, financial business, financial structure, financial services, financial security and other five key, push forward the national finance and local finance, the rapid development of private finance and direct financing, increase the financial industry of the province's GDP contribution rate, the economy maintained good momentum of development in the transformation and upgrading of the Anhui economy, accelerate the rise, Is the realistic choice of the development path of Anhui financial industry. Therefore, Anhui needs to finance expansion and institutional innovation as an opportunity to significantly enhance the core competitiveness and financial diversification as the basic starting point, increasing the system mechanism innovation; to strongly promote the modern banking system construction, the expansion of financial scale, financial structure optimization, deepening financial innovation, improve financial efficiency; the need to promote the reform of rural cooperative financial institutions to enhance capital strength, improve the ownership structure, accelerate the formation of rural banking system; to foster capital market, continue to expand direct financing, expanding financial capital; to actively develop private finance, strengthen guidance, reasonable layout, broaden access, strengthen supervision; to optimize the financial ecosystem the environment, promote the comprehensive development of local financial industry, providing a steady stream of capital power for the sustained and rapid economic development in Anhui. The purpose of this study is to conduct a prospective study on the future development of the financial industry in Anhui, focusing on financial development opportunities and development strategy is closely related with the economic cycle, the real path and policy measures to speed up the development of the financial industry in Anhui, Anhui province to promote the financial, economic strong province forward to provide decision-making reference.
