【摘要】：农业作为中国国民经济的基础,其中主要包括种植业、林业、渔业、畜牧业等等,其中发展过程中可以概括为原始农业、传统农业、现代农业三个阶段。伴随着中国农村经济的迅猛发展,农村金融信贷的需求在发生着深刻变革,把供应链的金融思想引入到农村信贷当中,能够为农户解决贷款难的问题,这也为农村信贷开拓了一个崭新的视角。供应链金融产品与其他银行融资产品不同,其特点是依托大型优秀企业的稳定供应链,为那些供应链上下游信誉良好、经营有序、销售渠道稳定的企业设计产品,借助大型龙头企业对中小型企业的了解,选择那些经营资质良好的企业最为商业银行融资的目标,这样做既能突破商业银行的评级授信要求,也不需要另外提供其他担保,还可以真正解决中小企业的融资困难问题。作为中国的比较传统的农业大省,黑龙江省面临着具有代表性的建设农业融资环境相关问题。而现在该省的农业投资最主要的来源还是农民拥有的资金,目前各级政府也出台了扶持补贴农业的财政政策。在中国经济高速的发展的同时,同时也更要加快发展本省农业产业化,主要是增强的农业投资力度、平均规模扩大的农业生产,还有随之提高的农业的资金需求,所以,为了满足农业资金需求和产业化发展能创造良好的投融资环境,这就成为亟待解决的重点课题。正是基于这一背景,本文首先从概念上来分析农业供应链金融的含义及其价值,而后通过分析目前黑龙江省农村金融的现状与困难入手,来分析农业供应链金融的发展,阐述了黑龙江省农业融资的现状及农业融资存在的问题,指出了随着现代农业的发展为农业供应链金融的应用创造了条件。其次,通过实例说明农业供应链金融在黑龙江农业中的应用,说明农业供应链金融的成功之处,分析农业供应链金融为黑龙江省农业生产生活带来的利益。然后,阐述如何在黑龙江省内更好的应用和推广农业供应链金融,并分别从政府、企业、农户三方面来分别具体阐述农业供应链金融在现代农业中所采取的措施。最后总结本文的研究结论,阐述了推广农业供应链金融的对策,并指出了农业供应链金融的进一步研究方向。
[Abstract]:Agriculture as the basis of China's national economy, which mainly includes planting, forestry, fisheries, animal husbandry and so on, the development process can be summarized as primitive agriculture, traditional agriculture. With the rapid development of rural economy in China, the demand for rural financial credit is undergoing profound changes. It also opens up a new perspective for rural credit. Different from other bank financing products, the characteristics of supply chain financial products are the stable supply chain relying on large and excellent enterprises. For those supply chain upstream and downstream good reputation, orderly management, sales channels stable design products, with the help of large leading enterprises to understand the small and medium-sized enterprises. Selecting the most successful commercial bank financing targets for those with good operating qualifications would not only break the commercial banks' credit requirements but also do not require additional guarantees. Can also really solve the financing difficulties of small and medium-sized enterprises. As a relatively traditional agricultural province in China, Heilongjiang Province is faced with representative problems related to the construction of agricultural financing environment. However, the most important source of agricultural investment in the province is the funds owned by farmers. At present, governments at all levels have also issued fiscal policies to support subsidized agriculture. While China's economy is developing at a high speed, it is also necessary to speed up the development of agricultural industrialization in this province, mainly by strengthening agricultural investment. The average scale of the expansion of agricultural production, as well as the accompanying increase in the demand for agricultural funds, so in order to meet the needs of agricultural funds and the development of industrialization can create a good investment and financing environment. This has become an urgent task to be solved. It is based on this background, this paper first from the concept to analyze the meaning of agricultural supply chain finance and its value, and then through the analysis of the current situation and difficulties of rural finance in Heilongjiang Province. This paper analyzes the development of agricultural supply chain finance, expounds the current situation of agricultural financing in Heilongjiang Province and the existing problems of agricultural financing. It is pointed out that with the development of modern agriculture, conditions have been created for the application of agricultural supply chain finance. Secondly, the application of agricultural supply chain finance in Heilongjiang agriculture is illustrated by examples. Explain the success of agricultural supply chain finance, analyze the benefits of agricultural supply chain finance for agricultural production and life in Heilongjiang Province. Then, explain how to better use and promote agricultural supply chain finance in Heilongjiang Province. And respectively from the government, enterprises, farmers from the three aspects of the agricultural supply chain finance in modern agriculture respectively elaborated the measures taken. Finally, summarized the conclusions of this paper, elaborated the extension of agricultural supply chain finance countermeasures. And pointed out the further research direction of agricultural supply chain finance.
