【摘要】：《山东省国民经济和社会发展第十二个五年规划纲要》提出构建产业布局合理、区域发展协调、人口聚集加快、城镇体系完善的发展格局。在经济布局上“加快建设鲁南经济带。以鲁南临港产业集聚区为龙头,加快日照钢铁精品基地建设,支持菏泽打造鲁苏豫皖边界区域科学发展高地,把鲁南经济带建成全省经济新的增长极。”山东半岛蓝色经济区战略是多年来山东区域经济发展战略的整合与升华,既为鲁南经济带发展带来了新的发展机遇,也为鲁南经济带区域性资本市场发展创造了现实条件。作为现代经济核心的资本市场在经济建设中具有举足轻重的地位,在实施山东半岛蓝色经济区整体规划的背景下,实现鲁南经济带长远发展目标,资本市场是必不可少的支撑。长期以来,山东东部地区经济发展快,综合实力强,而西部相对滞后,严重影响了山东的平衡发展。尤其在资本市场发展方面,鲁南五市仍处于不发达地区,与以济南、青岛、烟台、威海、淄博、潍坊6市为紧密层的“一体”、以东营、滨州、潍坊(部分)、德州、淄博(部分)组成的“北翼”相比明显滞后。因此,研究率先发育资本市场,有效利用后发优势,增强南翼发展动力,具有重要的理论和现实意义。目前,国外区域性资本市场经过数十年的发展和提升,已形成较为成熟的多层次资本市场体系。通过阐述区域性资本市场的相关理论,以美国、英国、日本等国家资本市场发展为代表,对国外区域性资本发展基本状况进行梳理,从而为区域性资本市场研究提供现实的参考和借鉴依据,对处在经济转轨时期的国内资本市场来讲有着一定的借鉴意义。在此基础上探寻对我国区域性资本市场能够提供的经验借鉴,找出国内区域性资本市场发展的基本脉络。和国外资本市场体系对比,国内区域性资本市场只有二十多年发展历程,是一个重要而崭新的课题,目前相关研究工作仍处于起步探索阶段。通过对区域性资本市场发展进行系统阐述,结合日照等鲁南五市资本市场发展现状进行分析,不难发现鲁南经济带区域性资本市场存在的问题主要有：上市企业数量少、融资能力较低；上市后备资源不足,取得实质性进展的企业太少；相关服务机构建设进展缓慢；各地政府上市措施有待加强等。为此,有针对性地提出建设区域性资本市场的建议和对策,主要包括：加强组织协调,为鲁南经济带区域性资本市场发展提供组织保障；加强上市资源的培育,力推企业上市和国内外产权市场融资；加强中介机构培育和期货市场建设,积极发展鲁南经济带产权交易平台；进一步完善政策,探索发行中小企业债券、产业投资基金及风险投资基金,建立健全五市资本市场发展联动机制,从而推进山东经济的整体发展,尝试解决山东区域发展不平衡的问题。国内外发展的经验已证明,经济的快速发展始终要建立在金融资本的高度聚集之上。鲁南经济带的发展腾飞离不开资本市场,鲁南区域性资本市场的发展也离不开省、国家乃至国际资本市场大环境。全球经济一体化决定了鲁南资本市场发展必须要在更大的思维空间来审视,其所具有的港口、资源、区位等优势决定了它的发展空间和前景,跳出鲁南看鲁南,以山东半岛蓝色经济区规划建设为契机,从全省、全国的高度实施鲁南经济带资本市场的发展战略,制订切实可行的长远发展规划,才能实现鲁南经济带以及全省经济的跨越发展。

As the core of modern economy and the capital market plays an important role in economic construction, in the implementation of the Shandong Peninsula blue by Jinan District overall planning background, implementation of the long-term development goals of Lunan Economic Belt, the capital market is an indispensable support. For a long time, the economic development of East Shandong, comprehensive strength, while the west is lagging behind, seriously affected the balanced development of Shandong. Especially in the development of the capital market, the five cities still in Shandong the developed area, and in Ji'nan, Qingdao, Yantai, Weihai, Zibo, Weifang city for the 6 "one", close to Dongying, Binzhou, Weifang, Dezhou, Zibo (part) (part) composed of "North Wing" compared significantly lagging behind. Therefore, to study the development of capital market, the effective use of after the advantage, and enhance the power of the south development, has important theoretical and practical significance.
At present, the foreign regional capital market after decades of development and improvement, has formed a relatively mature multi-level capital market system. According to the relevant theory, expounds the regional capital market in the United States, Britain, Japan and other countries in the development of the capital market as the representative of foreign capital, regional development basic condition so as to sort out, the regional capital market research provides a practical reference for in the period of economic transition in terms of domestic capital market has a certain significance. On the basis of exploring the regional capital market in China can provide the experience, find out the basic context of domestic regional capital market development.
And the foreign capital market system comparison, domestic regional capital market only more than 20 years of development, is an important and new topic, the related research work is still in the initial stage of exploration. And systematically expounds the development of the regional capital market development, combining with the current situation of Rizhao City Lunan five capital market analysis, it is not difficult to find regional capital market of Lunan Economic Belt the main problems are: the number of listed companies, financing capacity is low; the listed reserve resources, substantial progress has been made in the business too; service mechanism of the slow progress of the construction; local government listed measures need to be strengthened. Therefore, puts forward suggestions and countermeasures. The construction of the regional capital market mainly includes: strengthen the organization and coordination, for Lunan Economic Zone regional capital market development to provide organizational guarantee; to strengthen capital markets. The source of cultivation, pushing the domestic and foreign enterprises listed property market financing; strengthen the development of intermediary agencies and the construction of the futures market, the positive development of property rights trading platform of Lunan Economic Belt; to further improve the policy, explore the issue of the small and medium-sized enterprise bonds, industrial investment funds and venture capital funds, establish and improve the development of capital market, five linkage mechanism, so as to promote the the overall development of Shandong's economy, try to solve the problem of unbalanced development in Shandong region. The development of domestic and international experience has proved that the rapid economic development has always been to establish highly concentrated financial capital. The development and take-off of Lunan Economic Belt cannot do without the capital market, the development of Lunan regional capital market also cannot do without province the environment, national and international capital markets. Global economic integration determines the Lunan capital market development must be more thinking space to examine, it has Port resources, location and other advantages determines its development space and prospects, to see out of Shandong Lunan, planning the construction of Shandong Peninsula Blue Economic Zone as an opportunity, from the province, the height of the implementation of Lunan Economic Belt of the capital market development strategy of the country, formulate feasible long-term development plan, to achieve and Lunan Economic Belt the province's economic development.
