【摘要】:随着我国金融体制改革的不断深化,国有商业银行一枝独秀的局面被打破,股份制、外资等多种形式的金融机构不断涌现,他们在保持传统资产业务份额的同时,从未停止寻求新的利润增长点。信用卡业务成为了新的关注点,其巨大的市场潜力与丰厚的盈利空间成为银行产品创新、业务创新与利润增长点创新的首选。 与此同时,国内的信用卡市场从“跑马圈地”到目前“精工细作”,随着发卡数量的日益增加,由于信用卡业务风险控制的经验不足,风险控制能力已成为其业务发展的瓶颈,也直接决定了各家商业银行的信用卡业务管理水平的高低。针对JS银行陕西分行信用卡业务的实际情况进行分析与研究,提出业务风险管理的提升对策,提高信用卡业的风险管理能力,提升业务的核心竞争能力,及构建信用卡业务风险平台,具有深刻的现实意义和实战价值。 本文对国内外信用卡的发展历史及业务特点进行简要的回顾,以JS银行陕西省分行信用卡风险管理为研究对象,对其发展现状进行分析与总结,发现其在信用卡风险管理中存在的问题,包括:前台营销人员对于信用卡产品与风险的认知度不够;征信审核工具较为单一,征信水平参差不平;考核机制不完善;风险管理经验不足;缺乏风险信息共享机制等。这些问题互相影响,互相作用,问题的相互累积大大加强了信用卡风险管理的难度,直接会导致信用卡的操作风险和欺诈风险。重点阐明了其信用卡业务的操作风险和欺诈风险发生的原因、风险特点以及防范风险的合理化管理提升对策,加强银行内部控制及外包业务管理,规范信用卡操作流程,加快管理信息系统安全建设,为商业银行信用卡管理者提供一些有实用价值的风险管理手段和实战经验。
[Abstract]:With the deepening of China's financial system reform, the situation of state-owned commercial banks dominating themselves has been broken, and various forms of financial institutions, such as joint-stock system and foreign investment, have been emerging. While they are maintaining the share of traditional assets, Credit card business has become a new focus, and its huge market potential and rich profit space have become the first choice for bank product innovation, business innovation and profit growth innovation. At the same time, the domestic credit card market has changed from "running horses" to "meticulous work". With the increasing number of cards issued, risk control ability has become the bottleneck of the development of credit card business because of the lack of experience in credit card business risk control. It also directly determines the level of credit card business management of various commercial banks. According to the actual situation of credit card business of JS Bank Shaanxi Branch, the paper analyzes and studies the actual situation of credit card business in JS Bank Shaanxi Branch, and puts forward some countermeasures to enhance business risk management. It has profound practical significance and practical value to improve the risk management ability of credit card industry, enhance the core competitive ability of business, and construct the risk platform of credit card business. In this paper, the development history and business characteristics of credit cards at home and abroad are briefly reviewed, and the credit card risk management of JS Bank Shaanxi Branch is taken as the research object, and its development status is analyzed and summarized. Found its problems in credit card risk management, including: foreground marketing personnel for credit card products and risk awareness is not enough; credit checking tools are relatively single, the credit level is uneven; the assessment mechanism is not perfect; Lack of experience in risk management, lack of risk information sharing mechanisms, etc. These problems affect each other, interact with each other, and the mutual accumulation of problems greatly increases the difficulty of credit card risk management. The operational risk and fraud risk of credit card are directly caused. The reasons of the operational risk and fraud risk of credit card business, the characteristics of risk and the countermeasures of rational management and promotion of risk prevention are expounded. Strengthening the internal control and outsourcing business management, standardizing the operation flow of credit card, speeding up the security construction of management information system, providing some practical risk management means and practical experience for the credit card managers of commercial banks.
