【摘要】：金融与科技在现代经济中，，已成为生产力最活跃的部分，金融与科技之间是互利互动、相互结合的关系。对于建设创新型国家，落实我国“十二五”规划纲要中明确提出的开创科技发展新局面、加快转变经济发展方式的要求，作为经济发展的两大动力，金融与科技的相互结合都发挥着十分重要的作用。科技金融是科技创新活动与金融创新活动的有机融合，是由科技创新活动引发的一系列体制创新行为。由于科技型中小企业“高风险、轻资产”的特点，普通的融资渠道难以满足其快速发展对资金的需求。近几年北京市为有效解决上述问题，提出了科技金融的理念，它在一定程度上解决了科技型中小企业难融资的状况。本文着重介绍了近年来北京市金融服务对科技创新支持的情况，并以此为基础，总结了阻碍科技与金融有效结合的因素，同时提出了解决科技型中小企业难融资的方法。通过借鉴国际上的先进经验，并结合我国科技金融的发展现状，分析其特点和存在的问题，分别从金融体制创新、国家政策制度创新、科技金融复合型人才培养方式创新和科技银行运营模式创新等方面提出建议，帮助推动北京市科技金融健康快速的发展。
[Abstract]:Finance and science and technology have become the most active part of productivity in the modern economy. The relationship between finance and technology is mutually beneficial and mutually beneficial. The requirements of creating a new phase of scientific and technological development and speeding up the transformation of the mode of economic development, as clearly set forth in the outline of the 12th Five-Year Plan of China, are the two major driving forces for economic development. The combination of finance and science and technology plays a very important role. Science and technology finance is the organic integration of scientific and technological innovation and financial innovation. It is a series of system innovation behaviors caused by scientific and technological innovation activities. Due to the characteristics of "high risk and light assets" of small and medium-sized technological enterprises, it is difficult for ordinary financing channels to meet the demand for funds for their rapid development. In recent years, in order to solve these problems effectively, Beijing has put forward the idea of science and technology finance. To a certain extent, it solves the difficult financing situation of small and medium-sized sci-tech enterprises. This paper mainly introduces the situation of Beijing financial service supporting science and technology innovation in recent years, and on this basis, summarizes the factors that hinder the effective combination of science and technology and finance. At the same time, the paper puts forward the methods to solve the problem of financing for small and medium-sized sci-tech enterprises. By drawing lessons from the international advanced experience and combining with the present development situation of science and technology finance in China, the paper analyzes its characteristics and existing problems, and innovates from the financial system, respectively. In order to promote the healthy and rapid development of science, technology and finance in Beijing, some suggestions are put forward, such as the innovation of national policy and system, the innovation of training mode of science and technology finance compound talents and the innovation of operation mode of science and technology bank.
