韩商FDI的技术溢出效应与山东省经济增长关系研究

【摘要】：自从1978年改革开放以来,外商直接投资开始大量进入中国,经过了30多年的发展,中国已经成为全世界最大的外商直接投资流入地之一。我国引进外商直接投资主要原因如下：一是外商直接投资能够解决建设资金不足的问题；是充分利用外商直接投资给国内带来的溢出效应,尤其是技术溢出效应。随着全球经济一体化的发展和各国间联系的日益密切,外商直接投资已成为国际技术扩散的重要途径之一,外商直接投资的技术溢出效应对东道国经济发展的促进作用也越来越重要。具体来说,外商直接投资的技术溢出效应可以通过提高东道国的技术水平,从而带动东道国生产效率的提高,促进东道国经济的发展。大量研究表明,外商直接投资通过技术溢出效应,使东道国的技术水平、组织效率等都获得提高,从而提高东道国的生产效率,促进经济增长,使国民经济走内生化增长道路。正如内生经济增长理论所认为的一样,相对于资本和劳动,技术进步是决定长期经济增长的一个重要因素。内生经济增长理论的经济增长模型以技术作为其中一个解释变量,把技术内生化。可以说,如果技术进步是内生变量,外商直接投资则可以导致技术进步,从而对东道国的经济增长产生长期的影响。随着国内外学术界对外商直接投资的研究逐步深入,学者们越来越重视外商直接投资的技术溢出效应,利用其来促进东道国经济增长也成为了一个国家或者地区吸引外商直接投资的重要目的。论文以山东省为研究对象,研究韩商直接投资的技术溢出效应与经济增长的关系。以发展中国家引进外商直接投资理论、有关技术溢出的经济增长理论理论、外商直接投资技术溢出效应理论及外商直接投资技术溢出效应的产生机制和影响因素为理论基础,首先分析了韩商直接投资及山东省经济发展现状,其次分析韩国在山东省撤资现状及原因,然后对韩商直接投资与山东省经济增长关系进行实证分析,之后通过中间变量技术水平,对韩商直接投资技术溢出效应与山东省经济增长关系进行实证分析。实证结果表明：一方面,韩商直接投资与山东省经济增长之间存在着一定的因果关系,韩商直接投资是经济增长的原因,在一定条件下经济增长也是韩商直接投资规模扩大的原因,如此良性循环,韩商直接投资对山东省经济增长有着长期的积极影响,山东省在吸引韩商直接投资时要保持积极的态度；另一方面,韩商直接投资企业生产率的提高,能够带动山东省全要素生产率增长,即带动山东省技术水平的提高,从而对山东省经济增长有着很大的促进作用。论文最后就山东省如何应对韩国撤资现象,如何进一步引进韩商直接投资并高效利用其技术溢出效应,从而促进经济增长提出如下政策建议：完善市场机制、产权体系和法律结构；引进与山东省当地的发展状况相适应的高质量韩资；强化韩国跨国公司与省内公司的联系,建立与韩资经济相配套的产业,加强与韩资经济的前后相联系；鼓励高新技术产业的外韩资企业加强同国内企业的合作；提高人力资本水平,加大人力资本投资力度；加大R＆D投资力度,提高自己的技术创新能力。

With the development of global economic integration and the relationship between countries is increasingly close, foreign direct investment has become one of the important ways of international technology diffusion, technology spillover effect of foreign direct investment on the host country's role in promoting economic development is more and more important. Specifically, technology spillover the effect of foreign direct investment can improve the technology level of the host country, so as to promote the production efficiency of the host country. High, promote the economic development of the host country.
A large number of studies show that foreign direct investment through technology spillover effect, the technology level of the host country, the organization efficiency are improved, thereby improving the production efficiency of the host country, promote economic growth, make national economy growth go inside the road. As the endogenous economic growth theory thinks, with respect to capital and labor, technological progress one of the most important factors to determine the long-term economic growth. The economic growth model of endogenous economic growth theory with technology as one of the explanatory variables, the endogenous technology. It can be said that if the technological progress is endogenous variable, foreign direct investment can lead to technological progress to the economic growth of the host country have long-term effects. With the research on the foreign direct investment of domestic and foreign academic circles gradually, scholars pay more and more attention to the technology spillover effect of foreign direct investment, to promote its use The economic growth of the host country has also become an important purpose for a country or region to attract foreign direct investment.
The thesis takes Shandong Province as the research object, the relationship between technology spillover effect and economic growth of Korean direct investment in developing countries. The introduction of foreign direct investment theory, the technology spillover theory of economic growth theory, the generation mechanism and influence factors of FDI technology spillover effect of FDI technology spillover effect theory and the theoretical basis of the business first of all, the analysis of Korean direct investment in Shandong province and economic development status, followed by the analysis of current situation and reasons of South Korea in Shandong province and the divestment of Korean direct investment, and economic growth in Shandong Province, the empirical analysis, then through the middle variable technology level, Empirical Analysis on the relationship between Korean direct investment and technology spillover effect in Shandong the economic growth.
The empirical results show that: on the one hand, there is a certain causal relationship between Korean direct investment and economic growth in Shandong Province, South Korea's direct investment is the cause of economic growth, but also causes the expansion of Korean direct investment in economic growth under certain conditions, this virtuous cycle, Korean direct investment has a positive long-term effect the economic growth of Shandong Province, Shandong Province, to maintain a positive attitude in attracting Korean direct investment; on the other hand, Korean direct investment enterprise productivity, can promote the growth of total factor productivity of Shandong Province, Shandong province is moving with the improvement of technical level, which has a great effect on the economy of Shandong province growth.
Finally, how to deal with South Korea in Shandong province divestment phenomenon, how to further the introduction of Korean direct investment and efficient use of the technology spillover effect, so as to promote economic growth puts forward policy suggestions as follows: perfecting the market mechanism, property right system and legal structure; high quality to adapt to the development of local and imported from Shandong province phase; strengthen the South Korean multinational companies with the province's contact, supporting the establishment of Korean economy and industry, and strengthen the Korean economy before and after the contact; encourage high-tech industries outside the Korean enterprises to strengthen cooperation with domestic enterprises; improve the level of human capital, increase the investment of human capital; increase R & D investment, improve their ability of technology innovation.
