我国农村资金互助社发展问题研究

【摘要】：我国是一个农业大国,农业及农村发展都对资金有着较大需求。当前,有效资金需求得不到满足已成为制约农业及农村发展的瓶颈,改革农村金融市场势在必行。推进我国农村金融市场改革亟需发展农村合作金融组织。农村资金互助社作为农村金融创新的一种制度安排,是一种新型合作金融组织。虽然银监会曾发布《农村资金互助社管理暂行规定》等相关条例,但农村资金互助社在发展中暴露出一些亟待解决的问题,需要认真加以探讨。农村资金互助社有深厚的历史根源,需要结合其历史发展特点做出系统动态分析。当前,我国农村资金互助社主要有内生型资金互助、外力推动型资金互助以及综合型资金互助三种主要模式。资金借贷制度、风险控制制度、农户的收入水平及外部保障机制是影响农村资金互助社运行绩效的主要因素。来自陕西省代表县市的经验数据表明,农村资金互助社在解决农村小额信贷和发展合作金融方面有其独特优势,农村资金互助社较高的贷款回收率对于农户的增收有较大的促进作用。但是,农村资金互助社本身发展对财政补贴的强依赖性,以及覆盖面与持续性之间不可兼得的矛盾也明显制约其进一步发展。针对农村资金互助社发展中存在的突出问题,进一步推进农村资金互助社的发展可以从以下方面着手：完善内部制度设计,包括健全规章制度、完善融资制度、规范财务审计制度；提高社员素质,增强组织凝聚力；加大政府的扶持力度;拓展资金来源渠道,包括放宽利率管制、成立信用担保社、帮助农户增收等；完善风险管理机制。
[Abstract]:Our country is a big agricultural country, both agriculture and rural development have a great demand for funds. At present, the unsatisfied demand for effective funds has become the bottleneck restricting the development of agriculture and rural areas, so it is imperative to reform the rural financial market. To promote the reform of rural financial market in China, it is urgent to develop rural cooperative financial organizations. It is a new type of cooperative financial organization. Although the CBRC has issued interim regulations on the Management of Rural Fund Credit unions and other relevant regulations, it has exposed some urgent problems in the development of rural mutual funds cooperatives, which need to be seriously discussed. Rural mutual fund cooperatives have deep historical roots and need to be systematically and dynamically analyzed according to their historical development characteristics. At present, rural fund mutual aid societies in China mainly have endogenous mutual funds. Three main modes of external force push-type fund mutual aid and comprehensive fund mutual aid. Capital lending system, risk control system, peasant household income level and external guarantee mechanism are the main factors that affect the performance of rural fund mutual aid society. The rural fund cooperative has its unique advantages in solving the problems of rural micro-credit and development cooperation finance. The higher loan recovery rate of the rural fund cooperative has a great effect on the increase of farmers' income. The development of rural fund mutual aid society itself depends strongly on financial subsidies, and the contradiction between coverage and sustainability obviously restricts its further development. In view of the outstanding problems existing in the development of the rural fund cooperative, we can further promote the development of the rural fund cooperative from the following aspects: perfecting the internal system design, including perfecting the rules and regulations, perfecting the financing system, We should standardize the financial audit system; improve the quality of the members and strengthen the cohesion of the organization; increase the support of the government; expand the sources of funds, including the relaxation of interest rate control, the establishment of credit guarantee agencies to help farmers increase income; and improve the risk management mechanism.
