零售信贷贷后管理创新研究

【摘要】:改革开放以来,国民经济快速发展。随着经济全球化、金融一体化进程的不断深入,我国银行业的竞争日趋激烈,特别是在负债业务上,各家商业银行不仅颇下功夫,对贷款品种进行创新,而且还不断的优化各种贷款流程,提高效率,以占有市场份额。为此完善与加强贷后管理非常重要。我国商业银行不仅应建立全面的贷后管理体系,而且更为重要的是能够发现任何可能对信贷质量产生威胁的风险,认识新的风险或其他可能影响信贷质量的变化,并对信贷质量的现有变化或预期变化做出有效的反应。这就需要运用先进的风险管理技术逐步建立和完善信贷风险管理架构体系,以提高贷款风险管理水平,提高信贷管理质量。 本文以商业银行零售贷款贷后管理作为研究对象,研究的思路为提出、分析和解决问题。通过细致分析我国商业银行零售贷款贷后管理的基础上,分析总结了目前我国商业银行零售贷款贷后管理中存在的问题,采用对零售贷款风险案例进行分析的方法,对零售贷款贷后管理的创新提出有针对性的建议。本文共分为四个章节: 第一章对研究的背景和意义予以阐述,并且总结了国内对此研究的现状与最新成果,对研究方法、研究内容和基本框架加以概述。 第二章讲述商业银行贷后管理的相关理论基础,包括贷后管理的定义,以及贷后管理和贷前调查的区别,为研究奠定坚实的理论基础。 第三章对商业银行零售贷款的贷后管理进行阐述,对目前贷后管理的现状及其风险进行了描述与分析,指出了商业银行贷后管理的不足以及发展面临的机遇。 第四章针对商业银行零售贷款贷后管理所引发的一系列主要问题和商业银行的发展实际情况,对贷后管理提出一些创新的对策建议。根据对我国商业银行的贷后管理分析,文章最后给出了一些建议: (1)从观念和制度上确立零售信贷贷后管理的战略地位。零售信贷贷后管理是商业银行全程监控风险的重要环节,必须树立起贷后管理和贷前决策同等重要的观念,克服“重贷轻管”的倾向影响。 (2)加强零售信贷人员队伍建设。信贷人员不但要熟练掌握信贷政策、精通各个业务品种并能熟练办理各种信贷手续,还要掌握宏观行业政策和信息,有预见性地预警、化解潜在风险,并在与客户打交道过程中积累丰富的工作经验。 (3)构建立体式的零售信贷贷后管理预警体系。商业银行应建立贷后专业化管理模式。通过标准化管理,严格信贷人员的准入与退出,开展系统化培训,提高信贷人员的工作水平,充实培养贷后管理人员。 (4)构建全方位的零售信贷贷后管理检查体系。根据贷后管理全面性的内在要求,贷后检查应分为现场检查和非现场检查。 (5)建立科学的零售信贷贷后管理分析系统。零售信贷贷后分析系统主要实现两部分功能,一方面是对信贷业务管理系统功能的增强,另一方是通过按贷款分类分析不同时间,不同行业的贷款风险,估算风险系数等指标,并做出风险预警,使贷后管理人员提前做好风险防范。
[Abstract]:Since the reform and opening up, the rapid development of the national economy. With the economic globalization and financial integration deepening, China's banking industry competition is becoming increasingly fierce, especially in the debt business, commercial banks not only quite hard, innovate on loan, but also a variety of loan process, continuously improve the efficiency of optimization, in order to share market share. To improve the management and strengthen the loan is very important. Not only should establish a comprehensive credit management system of commercial banks in China, and what is more important is to find any possible threat to the quality of credit, meet new risks or other changes may affect the credit quality, and existing changes or changes in expectations the credit quality to respond effectively. It is necessary to gradually establish and improve the credit risk management system architecture using advanced risk management techniques, to improve the loan risk Risk management level to improve the quality of credit management.
In this paper, the retail loan loan of commercial bank management as the research object, research ideas put forward, analyzing and solving problems. Through the analysis of basic management of retail loans of commercial banks in China, analyzed and summarized the existing retail loans of commercial banks in China after the management, using the method of analysis of retail credit risk case, the retail loan management innovation and put forward some suggestions. This paper is divided into four chapters:
The first chapter describes the background and significance of the research, and summarizes the current research and the latest achievements in China, and summarizes the research methods, research contents and basic framework.
The second chapter describes the theoretical basis of the post loan management of commercial banks, including the definition of post loan management, and the difference between post loan management and pre credit investigation, so as to lay a solid theoretical foundation for the study.
The third chapter describes the loan management of retail loans of commercial banks, describes and analyzes the current situation and risks of post loan management, and points out the shortcomings of commercial banks after loan management and the opportunities for development.
In the fourth chapter, which caused a series of problems and management of commercial bank loans and retail loans of commercial banks after the development of the actual situation, put forward some innovative suggestions on credit management. According to the analysis of our country's commercial bank credit management, finally gives some suggestions:
(1) establish the strategic position of retail credit after loan management from the point of view of concept and system. Retail loan management after loan is an important link for commercial banks to monitor risks throughout the whole process. We must establish an equally important concept of post loan management and pre loan decision making to overcome the tendency of "heavy loan and light management".
(2) to strengthen the team construction of retail credit. Credit personnel should not only master the credit policy, proficient in various business varieties and able to handle all kinds of credit procedures, but also grasp the macro industry policy and information, have the foresight to early warning, and resolve potential risks, and accumulated rich experience in dealing with customers in the process.
(3) the management of early warning system to build three-dimensional retail credit loan. Commercial banks should establish loan professional management mode. Through standardized management, strict credit personnel access and exit, to carry out systematic training, improve the credit staff level, enrich the training after the loan management.
(4) build a comprehensive retail loan management and inspection system. According to the comprehensive requirements of post loan management, post loan inspection should be divided into on-site inspection and off-site inspection.
(5) analysis system. The establishment of scientific management of retail credit loan analysis system mainly realizes the two function of retail credit loans, on the one hand is to enhance the credit business management system, the other is through the analysis of different time according to the classification of loans, loan risk insurance in different industries, the estimate index of risk factor, and make a risk warning, the loan management personnel to take precautions against risks in advance.
