海外人民币回流渠道与机制研究

【摘要】：2008年爆发的全球金融危机给世界经济带来了巨大冲击的同时,充分暴露了当前国际货币体系的弊端,也动摇了美元“一币独大”的国际货币霸权地位。人民币国际化遇到了战略性的好时机,中国出台了一系列政策推动人民币实现周边化、区域化和全球化。其中以2009年出台的跨境贸易人民币结算业务试点为标志,人民币国际化的进程加快。大量的人民币顺利“走出去”,海外机构和个人对人民币的接受意愿程度也在逐渐的提升,必然伴随着海外人民币持有者对人民币回流中国境内需求的增加。近两年来,中国政府逐步放开了对资本项目的管制,出台了有关RQFll、人民币FDI、人民币贷款、RQFLP等多种海外回流渠道试点管理办法。现在我国拥有的回流渠道包括了贸易结算、证券市场投资、贷款等,海外人民币回流机制已经初步建立。但由于国内金融市场不健全、人民币计价的金融产品缺乏、回流渠道限制多等因素的存在,目前海外人民币回流规模小,回流渠道不顺畅。因此,完善海外人民币回流机制建设,对推动人民币国际化具有重要的意义。本文主要运用规范分析、数据分析及对比分析等多种研究方法,通过对目前海外人民币回流现状的分析,阐述我国人民币回流机制构建的路径,着重分析了现行海外人民币回流机制存在的问题及潜在风险。同时借鉴美元和日元国际循环经验,针对存在的问题和潜在风险,为进一步完善海外人民币回流机制提出对策建议。
[Abstract]:The global financial crisis broke out in 2008 has brought great impact to the world economy, at the same time, it has fully exposed the malpractice of the current international monetary system and shaken the international monetary hegemony of the dollar.The internationalization of RMB has met with a strategic opportunity, and China has issued a series of policies to push the RMB to realize periphery, regionalization and globalization.In 2009, the introduction of cross-border trade RMB settlement business as a symbol of the accelerated process of internationalization of the renminbi.A large number of RMB "go out" smoothly, and the willingness of overseas institutions and individuals to accept RMB is also gradually increasing, which is bound to accompany the increasing demand for RMB return to China by overseas RMB holders.Over the past two years, the Chinese government has gradually liberalized controls on capital accounts and introduced a variety of pilot management measures for overseas return channels such as RQFll, RMB FDI and RMB loans.At present, China has a return channel including trade settlement, securities market investment, loans, etc. The overseas RMB return mechanism has been initially established.However, due to the unsound domestic financial market, the lack of RMB denominated financial products and the existence of many restrictions on the return channel, the scale of overseas RMB reflux is small and the reflux channel is not smooth.Therefore, the improvement of overseas RMB return mechanism construction is of great significance to promote RMB internationalization.This paper mainly uses many research methods, such as normative analysis, data analysis and comparative analysis, through the analysis of the current situation of RMB reflux abroad, expounds the way to construct the mechanism of RMB reflux in our country.The problems and potential risks of the current overseas RMB return mechanism are analyzed emphatically.At the same time, drawing lessons from the experience of international circulation of US dollar and Japanese yen, and aiming at the existing problems and potential risks, the paper puts forward some countermeasures and suggestions for further improving the reflux mechanism of overseas RMB.
