财政政策下首都经济圈经济发展水平地区差异及变化的统计分析

【摘要】：首都经济圈是指政府试图在北京邻近区域中，构建出高层次的人才创业、科技成果孵化、新兴产业示范及现代物流的功能区域。而建设首都经济圈的目的就是促进京津冀区域经济社会又好又快发展。为了加快首都经济圈的构建形成，可以利用财政政策从国家层面促进首都经济圈的形成，因此分析首都经济圈各省市地区的财政政策的区域差异，了解财政政策在各地区的效果及区域差异，，才能利用财政政策为首都经济圈的形成做出贡献。中央政府可以通过宏观调控政策，利用直接固定资产投资和转移支付为地方经济发展提供支撑，用以弥补地方财力的不足，从而实现地区间经济增长的协调发展。近年来，由于多方面的因素，使得我国整体及首都经济圈各地区的经济发展水平的差距在不断扩大。统计检验结果显示首都经济圈中各地区之间经济发展存在空间自相关性，且各地区之间的经济发展差异也较为显著。为了解决地区经济发展的差异化问题，应更多的利用政府政策所发挥的作用，从宏观层面达到缩小地区经济发展差异的目的。本文从财政支出的角度，进行了统计分析研究，明确了各地方本级财政支出分布及支出效果，分析得到首都经济圈各地区财政支出效果存在明显的差异，是首都经济圈各地区间产生经济差距的主要原因之一，因此加大本级财政自给率和中央财政转移支付，对缩小首都经济圈各地区间经济发展差异具有重要意义。
[Abstract]:The Capital Economic Circle refers to the government's attempt to build a high level functional area of talent entrepreneurship, scientific and technological achievements incubation, demonstration of emerging industries and modern logistics in the adjacent areas of Beijing.And the purpose of constructing the capital economic circle is to promote the good and fast development of Beijing, Tianjin and Hebei regional economy and society.In order to accelerate the formation of the capital economic circle, we can use the fiscal policy to promote the formation of the capital economic circle from the national level. Therefore, this paper analyzes the regional differences of the financial policies of the provinces, cities and regions of the capital economic circle.Only by understanding the effect of fiscal policy in different regions and regional differences can we make contribution to the formation of the capital economic circle.The central government can use direct fixed assets investment and transfer payment to provide support for the local economic development through macro-control policies, so as to make up for the deficiency of local financial resources and realize the coordinated development of regional economic growth.In recent years, due to various factors, the gap between the level of economic development of the whole and all regions of the capital economic circle has been widening.The statistical results show that there is a spatial autocorrelation among the regions in the Capital Economic Circle, and the differences of economic development among the regions are also significant.In order to solve the problem of regional economic development differentiation, we should make more use of the role played by government policies, and achieve the goal of narrowing the difference of regional economic development from the macro level.From the point of view of financial expenditure, this paper makes a statistical analysis and study, defines the distribution of fiscal expenditure and the effect of expenditure at the local level, and finds out that there are obvious differences in the effects of fiscal expenditure in various regions of the capital economic circle.It is one of the main reasons for the economic disparity among the regions in the capital economic circle. Therefore, it is of great significance to increase the self-sufficiency rate of the finance at the corresponding level and the transfer payment of the central finance to reduce the differences in economic development among the regions in the capital economic circle.
