环保产业绿色融资问题研究

【摘要】：近年来全球环境问题愈来愈严重,对社会经济发展的负面影响也在加剧。全球各国家都相应的采取一定的绿色环保措施改善地球环境。中国早在二十世纪九十年代初就已将“可持续发展”概念纳入了新中国的科学发展观之中。随着时间的推移,社会中的环保企业如雨后春笋般涌现。但与此同时也产生了许许多多阻碍其发展的问题,如：企业资金的来源,企业资金的利用效率等等。学术界也开始重视环保企业的相关问题。本文主要是站在环保企业的角度解决以下两大问题：第一,如何解决环保企业的融资难问题,以帮助环保企业的健康发展；第二,目前现存的环保企业资金利用效率如何,如若效率低下,应该通过什么方法解决。本文主要包括五部分,具体内容如下：第一部分,导论,包括论文的研究背景及意义、研究的技术路径以及创新点与不足；第二部分,相关理论研究和具体实践述评,分别从国内外不同角度出发,研究环保产业融资问题,包括定义、方式、特征等,然后在国内外文献现有的基础上归纳它们的贡献与不足,最后总结出本理论研究的推进意义；第三部分,环保产业在绿色金融服务分析,本部分主要包括五部分内容：首先总体分析环保产业的绿色融资现状,其次站在环保产业融资渠道角度——绿色信贷、绿色证券(债券、股票、基金)、绿色保险及绿色信托,主要从“绿色”出发,分析环保企业的融资情况,提出存在的问题及相应的解决对策；第四部分,通过站在环保产业的融资渠道的角度,依托上市环保企业披露的相关数据,将环保型企业划分为四种类型,并分别运用DEA模型研究环保产业融资的效率问题；第五部分,推进我国环保产业绿色融资方面的对策建议,这一部分是以前四部分为基础,从实证模型的结论着手,总结历史上环保产业的缺陷,努力提高我国环保产业的融资效率,并针对性的提出推进我国环保产业在绿色融资方面的对策建议。本文的研究结果表明,四类环保型企业中,仅有污水类环保企业的DEA效率相对较高,说明这类型的环保企业发展相对成熟,而其余的废气处理类环保企业,垃圾处理及综合利用类环保企业,节能建材和节能用具类环保企业的DEA效率偏低,说明这三类企业在市场中发展还不成熟,资金利用效率有待提高。主要可以通过以下几种措施来提高环保企业的资金利用效率：第一,优化环保企业资金结构；第二,提高环保企业的管理效率；第三,引入高技术人才；第四,加快金融体制改革。本文的创新之处在于：第一,通过绿色信贷、证券、保险、基金等四个融资渠道研究环保产业的融资现状；第二,在实证分析部分,创新性的将环保企业划分为四大类,并分别测量相应类型企业的DEA有效性；第三,提出了有效的解决环保产业融资难的对策建议,如加强相关人才的培养,壮大环保产业的发展等。与此同时,论文也存在很多的不足,主要表现在公司数据公开的影响,环保企业的资金效率研究只能局限于上市环保企业,这对实证结果的准确性造成一定的影响,以及在分析环保产业融资效率的过程中,未考虑国家扶持政策对企业的影响。
[Abstract]:In recent years , the global environmental problems have become more and more serious , and the negative influence on the social and economic development has been intensified . In the early 1990s , the concept of sustainable development has been integrated into the new China ' s scientific development view .
Secondly , how to solve the problem of how to use the existing environment - friendly enterprises , if the efficiency is low , should be solved by what method should be solved . This paper mainly includes five parts , including the first part , the introduction theory , including the research background and significance of the thesis , the technical path of the research and the innovation point and deficiency ;
The second part , the related theory research and the concrete practice review , from the different angles of the domestic and foreign , research the environmental protection industry financing question , including the definition , the way , the characteristic and so on , then summarize their contribution and deficiency on the basis of the domestic and foreign literatures , finally summarize the advance significance of the research of this theory ;
The third part , the environmental protection industry in the analysis of green financial services , this part mainly includes five parts : Firstly , the green financing status of the environmental protection industry is analyzed . Secondly , the green credit , green securities ( bond , stock , fund ) , green insurance and green trust of the environmental protection industry financing channel are firstly analyzed . The financing situation of the environmental protection enterprise is analyzed mainly from " green " , and the existing problems and corresponding solutions are put forward ;
In the fourth part , the environment - friendly enterprises are divided into four types by the angle of the financing channels of the environmental protection industry , and the efficiency of the financing of the environmental protection industry is studied by DEA model .
The fifth part is to push forward the countermeasure suggestion on green financing of environmental protection industry in China , this part is based on the previous four parts , from the conclusion of the empirical model , the paper summarizes the defects of environmental protection industry in our country , and puts forward the countermeasure suggestion to promote the green financing of China ' s environmental protection industry .

Fourth , accelerate the reform of financial system . The innovation of this paper is : Firstly , we study the financing status quo of environmental protection industry through four financing channels such as green credit , securities , insurance , fund and so on .
Secondly , in the part of the empirical analysis , the innovative environmental protection enterprises are divided into four categories , and DEA efficiency of the corresponding enterprises is measured separately .
Third , this paper puts forward some countermeasures to solve the financing difficulty of environmental protection industry effectively , such as strengthening the cultivation of relevant talents , strengthening the development of environmental protection industry , etc . At the same time , the paper also has many deficiencies , mainly manifested in the influence of the company data disclosure , the research on the fund efficiency of the environmental protection enterprise can only be limited to the listed environmental protection enterprises , which has a certain influence on the accuracy of the empirical results , and in the process of analyzing the financing efficiency of the environmental protection industry , the influence of the state support policy on the enterprise is not taken into account .
