商业银行中小企业信贷业务的策略研究

【摘要】:中小企业在我国国民经济中有着重要的经济支柱性作用,在促进科技进步、丰富产业集群、提高资源配置效率、增加就业和扩大出口等方面,发挥着不可忽视和不可替代的重要作用。为中小企业提供积极的金融支持,既是中小企业发展的必然要求,同样也是金融体制改革的一项重要内容。在客户需求多样化、市场竞争激烈化的今天,我国商业银行小企业信贷业务仍处于传统的凭经验决策的粗放经营模式,在客户分层服务、产品创新设计、各项业务整合和服务渠道建设等方面都存在不同程度的缺陷,管理水平和服务能力还难以符合市场和客户的核心需要。因此,商业银行应该对中小企业信贷业务的优化管理引起高度重视。 本文从商业银行因经营中小企业信贷业务不善而导致亏损的案例入手,指出商业银行对中小企业信贷业务粗放管理下给银行自身经营带来的亏损以及要实现银行健康持续经营的重要途径就是管理中小企业信贷市场。在详细分析了我国中小企业划分标准、中小企业在国民经济中的地位和作用、中小企业的信贷需求特征以及中小企业融资难等因素后,结合商业银行中小企业信贷管理现状,深度剖析了中小企业信贷存在的问题,包括:现有的组织机构不适合中小企业信贷业务发展、缺少中小企业的信贷产品、担保质押物过少、中小企业信贷审批繁琐以及现行财税政策对中小企业信贷发展的诸多阻碍。 在市场竞争激烈以及金融脱媒趋势严重的今天,中小企业信贷业务作为商业银行利润增长的新支点,商业银行必须做出改革和调整,才能在金融市场中占有一席之地,而面对中小企业信贷业务所存在的问题,本文提出了相应的优化建议及解决措施。包括创新商业银行中小企业经营管理模式,成立中小企业专营机构,做到权限下放、专职专用;注重产品研发与创新,鼓励一线信贷人员勇于创新,敢于创新;丰富中小企业信贷营销手段,多元化、多方位的对客户进行营销;简化授信流程,而简化流程的核心就在于运用符合中小企业特点的信用评价机制,并在贷前调查、贷中审查、贷后管理中分别做好对中小企业风险的把控,即提高了授信审批效率又将风险得以分散。
[Abstract]:Small and medium-sized enterprises play an important role in the national economy of our country. They play an important role in promoting scientific and technological progress, enriching industrial clusters, improving the efficiency of resource allocation, increasing employment and expanding exports, etc. Play an important role that can not be ignored and irreplaceable. Providing active financial support for SMEs is not only an inevitable requirement for the development of SMEs, but also an important part of the reform of the financial system. Today, with the diversification of customer demand and the fierce market competition, the credit business of small enterprises of commercial banks in our country is still in the traditional extensive management mode based on experience decision, in customer stratified service, product innovation design, Various business integration and service channel construction have different degree defects, management level and service ability are difficult to meet the core needs of the market and customers. Therefore, commercial banks should attach great importance to the optimal management of SME credit business. This paper starts with the case of commercial banks losing money because of the poor credit business of small and medium-sized enterprises. It is pointed out that the losses brought by commercial banks to their own operation under the extensive management of the credit business of small and medium-sized enterprises and the important way to realize the healthy and sustainable operation of banks is to manage the credit market of small and medium-sized enterprises. After a detailed analysis of the criteria for the division of SMEs in China, the status and role of SMEs in the national economy, the credit demand characteristics of SMEs and the financing difficulties of SMEs, the paper combines the current situation of credit management of SMEs in commercial banks. The problems of SMEs' credit are deeply analyzed, including: the existing organization is not suitable for the development of SMEs' credit business, the credit products of SMEs are lacking, and the collateral is too few. The small and medium-sized enterprise credit approval is cumbersome and the present finance and taxation policy to the small and medium-sized enterprise credit development many obstacles. With the fierce competition in the market and the serious trend of financial disintermediation, as the new fulcrum of commercial banks' profit growth, commercial banks must make reforms and adjustments in order to occupy a place in the financial market. In the face of the problems existing in the credit business of small and medium-sized enterprises, this paper puts forward the corresponding optimization suggestions and solutions. It includes innovating the management mode of small and medium-sized enterprises in commercial banks, setting up the franchise organization of small and medium-sized enterprises, devolving the authority and using it full-time, paying attention to product research and development and innovation, encouraging the credit personnel on the line to innovate bravely and daring to innovate; Enriching SME credit marketing means, diversifying and multi-faceted marketing to customers, simplifying the credit granting process, and the core of the simplification process lies in the use of credit evaluation mechanism that conforms to the characteristics of small and medium-sized enterprises, and in the pre-loan survey, the credit process is reviewed. In the management after loan, the risk control of small and medium-sized enterprises is done separately, that is to say, the efficiency of credit approval is improved and the risk is dispersed.
