【摘要】：农村金融服务通过银行业务、保险业务、证券业务等筹集、分配和管理货币资金,不断促进农村经济的快速发展。当前,黑龙江省农村金融发展整体良好,农村金融服务体系基本建立,但是从细节来看,黑龙江省农村金融服务发展还存在资金外流、包袱沉重、借贷不合理、监管不到位等诸多问题,这些问题严重阻碍了黑龙江省农村金融的发展,从而阻碍了黑龙江省整体经济的健康发展。本文对黑龙江农村金融服务发展进行深入研究,挖掘农村金融服务发展存在的本质问题及问题成因,从而提出具有针对性、可行性的对策建议。本文利用一系列的重要研究方法,对黑龙江农村金融服务发展进行了认真研究。从农村金融服务发展基本概念及基础理论出发,对农村金融、农村金融服务等概念进行界定,以农业信贷补贴、农村金融市场、不完全竞争市场等理论为支撑,阐述了黑龙江省农村金融服务发展历程及现状,分析了黑龙江省农村金融服务发展存在体系不健全、资金不平衡、监管不到位等主要问题,并进一步分析了二元经济结构、农村金融市场落后、农业经济高风险性、农村金融需求者信用意识缺失等成因。在分析美国、日本、印度等国外和江苏省、广东省等国内先进的成功经验的基础上,得出对黑龙江省农村金融发展的针对性启示。最后针对问题及成因,借鉴国内外经验,提出了健全农村金融服务体系、平衡农村金融服务资金供求、加强农村金融服务监管力度等促进黑龙江省农村金融服务发展的对策建议。
[Abstract]:Rural financial services raise, allocate and manage monetary funds through banking, insurance and securities business, and promote the rapid development of rural economy. At present, the overall development of rural finance in Heilongjiang Province is good, and the rural financial service system has basically been established. However, in terms of details, the development of rural financial services in Heilongjiang Province still has capital outflows, heavy burdens, and unreasonable lending. These problems seriously hinder the development of rural finance in Heilongjiang Province, thus hindering the healthy development of the overall economy of Heilongjiang Province. This paper makes a deep study on the development of rural financial service in Heilongjiang province, excavates the essential problems and causes of the problems in the development of rural financial services, and puts forward some countermeasures and suggestions with pertinence and feasibility. In this paper, a series of important research methods are used to study the development of rural financial services in Heilongjiang. Based on the basic concepts and theories of rural financial service development, the concepts of rural finance and rural financial services are defined, supported by the theories of agricultural credit subsidies, rural financial markets, incomplete competitive markets, etc. This paper expounds the development course and present situation of rural financial service in Heilongjiang Province, analyzes the main problems in the development of rural financial service in Heilongjiang Province, such as imperfect system, unbalanced capital, inadequate supervision and so on, and further analyzes the dual economic structure. Rural financial market backwardness, high risk of agricultural economy, lack of credit consciousness of rural financial demanders, etc. Based on the analysis of the successful experiences of the United States, Japan, India and other foreign countries, such as Jiangsu Province and Guangdong Province, this paper draws some suggestions for the development of rural finance in Heilongjiang Province. Finally, aiming at the problems and causes, drawing on the experience of domestic and foreign countries, the paper puts forward to perfect the rural financial service system and balance the supply and demand of rural financial service funds. Strengthen the supervision of rural financial services and other countermeasures to promote the development of rural financial services in Heilongjiang Province.
