中小商业银行贸易融资业务风险管理研究

【摘要】：近年来，贸易融资业务由于其真实性、灵活性、时效性、自偿性及表外性等特点被商业银行大力开发与推广，形成一股贸易融资热，中小商业银行的贸易融资业务得到了空前发展。但中小商业银行在开展贸易融资业务的过程中，其贸易融资业务的风险管理存在一些问题，如缺乏完善的风险管理体系、风险管理重视程度不够及在风险管理过程中风险防范存在漏洞。在商业银行安全性、流动性及盈利性的要求下，贸易融资业务的风险管理显然十分重要。商业银行贸易融资业务的风险包括政策风险、市场风险、信用风险和操作风险等，目前中小商业银行的贸易融资业务的风险管理重点在信用风险和操作风险上，，全面风险管理没有得到重视。中小商业银行贸易融资业务的风险管理有待加强。本文通过对中小商业银行贸易融资业务的发展现状及风险管理现状进行分析，发现中小商业银行贸易融资业务风险管理存在的问题；并以主要的贸易融资产品的风险分析为例，对政策风险、市场风险、信用风险和操作风险进行了全面系统的分析，提出贸易融资业务风险分析的整体思路；最后针对中小商业银行贸易融资业务风险管理中存在的问题，提出加强贸易融资业务风险管理的对策，包括完善贸易融资业务的全面风险管理体系、明确各贸易融资业务部门分工、加强人员的培训与教育等具有可行性的对策。
[Abstract]:In recent years, due to its authenticity, flexibility, timeliness, self-compensation and off-balance sheet characteristics, trade financing business has been vigorously developed and promoted by commercial banks, forming a trade financing fever. The trade finance business of medium and small commercial bank got unprecedented development. However, in the process of developing trade financing, there are some problems in the risk management of trade financing, such as the lack of a perfect risk management system. Risk management is not paid enough attention and there are loopholes in risk prevention. Under the requirements of security, liquidity and profitability of commercial banks, the risk management of trade financing business is obviously very important. The risks of trade financing business of commercial banks include policy risk, market risk, credit risk and operational risk, etc. At present, the risk management of trade financing business of small and medium-sized commercial banks focuses on credit risk and operational risk. Overall risk management is not taken seriously. The risk management of trade financing business of medium and small commercial banks needs to be strengthened. Based on the analysis of the current situation of trade financing business and risk management of small and medium-sized commercial banks, this paper finds out the problems existing in the risk management of small and medium-sized commercial banks' trade financing business, and takes the risk analysis of major trade financing products as an example. This paper makes a comprehensive and systematic analysis of policy risk, market risk, credit risk and operational risk, and puts forward the overall thinking of risk analysis of trade financing business. Finally, it aims at the problems existing in the risk management of trade finance business of small and medium-sized commercial banks. The countermeasures of strengthening the risk management of trade finance business include perfecting the overall risk management system of trade financing business, clarifying the division of labor among trade finance business departments, strengthening the training and education of personnel and so on.
