河北省金融生态环境优化对策研究

【摘要】：金融业的健康运行受到经济发展水平、社会信用建设、政府服务能力等众多方面因素的影响,国内学者将这些因素所形成的外部环境称为“金融生态环境”。笔者认为金融生态环境是影响金融体系的外部条件和基础环境的综合,大致包括宏观经济发展水平、金融组织环境、社会信用体系、金融法制环境以及政府服务能力。优良的金融生态环境有利于提高地方整体经济竞争力,实现经济金融的协调可持续发展。就目前发展情况而言,河北省的金融生态环境与北京、天津相比,还有很大差距,究其原因,主要是因为河北省经济发展水平较落后、金融市场不够发达、社会信用体系不太健全、金融法规不太完善等。因此,迫切需要壮大河北省经济金融水平,不断优化河北省金融生态环境,以实现党中央关于京津冀协同发展的战略目标。笔者选取河北省为研究区域,对其金融生态环境进行深入剖析,发现其中存在的问题并提出优化对策建议,具有重要的现实意义。本文立足于河北省的实际情况,广泛收集河北省金融生态环境相关数据并进行分析,并广泛开展有关河北省金融生态环境的实地调研,研究目的非常明确。首先,笔者阐述金融生态的相关概念,阐明金融生态环境的内涵构成及特征;其次,笔者提出京津冀协同发展的背景环境,阐述了河北省在京津冀中的定位,论证了河北省优化金融生态环境的必要性;第三,以河北省为研究区域,通过广泛调研、并结合官方网站搜集河北省相关经济金融相关信息,阐明河北省金融生态环境的现状;第四,剖析河北省当前金融生态环境存在的问题;最后,结合实际提出优化河北省金融生态环境的对策建议。针对河北省金融生态环境存在的问题,笔者提出了相关对策建议:调整河北省产业结构,提高河北省经济增长速度;健全河北省金融体系,扩大企业融资渠道;政府出台优惠措施,提高社会服务能力;完善征信制度,推动社会信用体系建设;健全担保体系,扩大担保机构的业务范围;完善金融法律制度,加强金融监管。
[Abstract]:The healthy operation of the financial industry is influenced by many factors, such as the level of economic development, the construction of social credit, the ability of government service, and so on. The external environment formed by these factors is called "financial ecological environment" by domestic scholars. The author thinks that the financial ecological environment is the synthesis of the external conditions and the basic environment which affect the financial system, including the level of macroeconomic development, the financial organization environment, the social credit system, the financial legal system environment and the government service ability. The excellent financial ecological environment is conducive to improving the overall economic competitiveness of the local government and realizing the coordinated and sustainable development of the economy and finance. As far as the current development situation is concerned, compared with Beijing and Tianjin, the financial ecological environment of Hebei Province still has a big gap. The main reason is that Hebei Province's economic development level is relatively backward and the financial market is not developed enough. Social credit system is not perfect, financial laws and regulations are not perfect. Therefore, there is an urgent need to strengthen the economic and financial level of Hebei Province, constantly optimize the financial ecological environment in Hebei Province, so as to achieve the strategic goal of the CPC Central Committee on the coordinated development of Beijing, Tianjin and Hebei. The author chooses Hebei Province as the research area, deeply analyzes its financial ecological environment, finds out the existing problems and puts forward the countermeasures and suggestions, which has important practical significance. Based on the actual situation of Hebei Province, this paper collects and analyzes the relevant data of the financial ecological environment of Hebei Province, and carries out extensive field investigation on the financial ecological environment of Hebei Province, the purpose of which is very clear. First of all, the author expounds the related concepts of financial ecology, clarifies the connotation and characteristics of financial ecological environment; secondly, the author puts forward the background environment for the coordinated development of Beijing-Tianjin-Hebei, and expounds the positioning of Hebei Province in the Beijing-Tianjin-Hebei region. The necessity of optimizing the financial ecological environment in Hebei Province is demonstrated. Thirdly, taking Hebei Province as the research area, the present situation of the financial ecological environment in Hebei Province is clarified through extensive investigation and collection of relevant economic and financial information on the official website. Fourthly, it analyzes the problems existing in the current financial ecological environment of Hebei Province, and finally, puts forward some countermeasures and suggestions to optimize the financial ecological environment of Hebei Province. In view of the problems existing in the financial ecological environment of Hebei Province, the author puts forward some countermeasures and suggestions: adjusting the industrial structure of Hebei Province, improving the economic growth rate of Hebei Province, perfecting the financial system of Hebei Province, and expanding the financing channels of enterprises; The government has introduced preferential measures to improve the social service capacity; to perfect the credit system and promote the construction of the social credit system; to improve the guarantee system and expand the scope of business of the guarantee institutions; to perfect the financial legal system and to strengthen financial supervision.
